Priština, 25. oktobar 2013 – Danas, u organizaciji Ministarstva za evropske integracije i ucešc´e Premijera g. Hashim Thaçija, održan je sastanak Upravnog Odbora za viznu liberalizaciji.
U svom uvodnom govoru, Premijer Kosova g. Hashim Thaçi je rekao: „Evropska agenda je vec´ na dobrom putu, i na nama je, u saradnji sa našim medunarodnim partnerima radimo na daljem unapredenju ove agende, a to se postiže samo uz vec´u privrženost i posvec´enost svih nas zajedno.
U tom smislu, drago mi je da razgovaram sa vama o dostignuc´ima i izazovima u svim blokovima za viznu liberalizaciju i sprovodenje srednjorocnih zahteva koji proizilaze iz studije izvodljivosti Evropske komisije. Što se tice procesa vizne liberalizacije ocekuju se konkretni rezultati u svim blokovima, ocekujemo da u procesu readmisije povecamo broj sporazuma o repatrijaciji sa zemljama EZ i regiona i sa zemljama porekla i tranzita, kao što su Turska, Avganistan itd “ .
Povodom procesa reintegracije Premijera Thaçi je rekao: “ Moramo da stvorimo što bolje uslove za reintegraciju repatriranih osoba, posebno ozbiljnih slucajevima sa posebnim zdravstvenim potrebama, ali i za zajednice kojima je potrebna institucionalna nega. Mi se moramo takode fokusirati na dalje poboljšanje sigurnosti dokumenata na opštinskom nivou, odnosno opštinske kancelarije o civilnom stanju trebaju poboljšati bezbednost objekata, opreme i prostora u kojem posluju. Takode i opštinski zvanicnici koji su angažovani u ovim kancelarijama treba, bez izuzetka, da koriste novi sistem civilnog stanja, u suprotnom neki od ovih zvanicnika nec´e biti sertifikovan i tim kancelarijama c´e biti oduzeta dozvola za izdavanje licnih dokumenata“.
Oko vizne liberalizacija Premijer Thaçi je naglasio da: „Implementacija strategija za borbu protiv organizovanog kriminala , korupcije , trgovine ljudima je preduslov za viznu liberalizaciju, kao i medu-institucionalna saradnja izmedu institucija za sprovodenje zakona. Za sve to nam treba posvec´enost i zalaganje i beskompromisna akcija protiv svih negativnih pojava. To je prioritet za naše društvo u celini, a ne samo za proces vizne liberalizacije, zato borba protiv negativnih pojava je bila i ostaje prioritet za sve nas „.
Tokom sastanka, Ministarka Çitaku se fokusirala u specificnim pitanjima za efikasnu implementaciju akcionog plana za viznu liberalizaciju i adresiranje glavnih zakljucaka pojedinih blokova.
U oblasti repatrijacije i reintegracije, Ministarka Çitaku je rekla: „Trebalo bi što bliže pratiti dešavanja u vezi reintegracije repatriranih lica, kako bi imali efikasniji proces monitoringa a i njihova reintegracija u društvo c´e biti više uspešna“.
Što se tice uvodnog bloka u vezi repatrijacije i reintegracije, razgovaralo se o daljem razvoju sistema readmisije lica koja pripadaju ugroženim grupama kao što su deca bez pratnje, stariji ljudi, lica sa bolestima koje se ne tretiraju na Kosovu, takode detaljno je razmatrano otvaranje pregovora i potpisivanje sporazuma o readmisiji sa zemljama porijekla.
Ovim slucajem Ministarka Çitaku je rekla: „Sledec´i izazov u potpisivanju sporazuma o repatrijaciji je pregovor o sporazumima sa zemljama porekla i tranzita. Iz tog razloga moramo da pokrenemo potpisanje sporazuma sa tim zemljama i da budemo što uporniji u tom pogledu, posebno u onim zemljama koje su priznale Republiku Kosovo. Takode treba intenzivirati napore za pregovaranje o sporazumu za ripatriaciju sa Turskom, Avganistanom, Obalom Slonovace i Pakistanom, kao i pokretanje novih inicijativa sa zemljama kao što su Nigerija i Libija , ali takode i sa drugim zemljama“.
Osvrcujuci se na glavne zakljucke pocevši od prvog bloka na kojem spada sigurnost dokumenata, razgovaralo se o kontroli i istrazi slucajeva promene licnih podataka kao i fizicka bezbednost kancelarija civilnog statusa na lokalnom nivou.
Što se tice drugog bloka u kojem spada upravljanje granicama i migracije razgovaralo se o; finalizaciji i potpisivanju formalnog sporazuma o demarkaciji granice sa Crnom Gorom, finansijske troškove i dodeljivanje neophodnih budžetskih sredstava za sprovodenje strategije akcionog plana za Integralno Upravljanje Granicom (IUG), puna implementacija viznog režima, oprema, osoblje i neophodan softver na svim diplomatskim predstavništvima Republike Kosovo za pravilno sprovodenje viznog režima. Takode se razgovaralo o razradi migracionog profila sa ukljucivanjem svih relevantnih institucije u ovom procesu.
Što se tice bloka u kojem spadaju javni red i bezbednost razgovaralo se o; Primeni Zakona o trgovini ljudima, organizovanje kampanja za podizanje svesti, osvrtanje na unutrašnju trgovinu, kontinuiran tretman žrtava trgovine ljudima, dalja funkcionalizacija koordinacionog medu-institucionalnog mehanizma za vodenje predmeta oduzimanje imovine; Funkcionalizacija sistema zaštite svedoka, dopuna sa neophodnim osobljem Kosovske policije, nabavka potrebne opreme, i stvaranje posebnih prostora za svedocenje zaštic´enih svedoka na sudu kao i završetak zvanicnih selekcionih procedura službenika policije za vezu i njihovo postavljanje na mesta predenih za njihovo delovanje.
Što se tice cetvrtog bloka u kojem spadaju ljudska prava i zaštita manjina razgovaralo se o; Osvrtu na konkretne mere protiv diskriminacije i prac´enje sprovodenja preporuka zaštitnika prava gradana (ombudsmana) od institucija Republike Kosovo, razmatranju etnicki motivisanih incidenata, ukljucujuc´i i uskladivanje statistika, kao i punoj funkcionalizaciju svih opštinskih saveta za bezbednost zajednice.
Dok o Sporazumu o Stabilizaciji i Pridruživanju (SSP), Ministarka Çitaku je informisala prisutne o toku pregovarackog procesa Sporazuma o Stabilizaciji i Pridruživanju, odnosno pokretanje pregovora 28 oktobra. Dok tokom ostalog ostataka sastanka razgovaralo se napretku u ispunjavanju srednjorocnih kriterijuma.
