Priština, 28. oktobar 2013. – Danas je održan prvi sastanak između Vlade Kosova i Evropske Komisije za pregovore za Sporazum o Stabilizaciji i Pridruživanju. Sa strane Vlade Kosova, pregovori su predvođeni Ministarkom za Evropske Integracije, gđicom Vlora Çitaku, a od strane Evropske Komisije, g. Joost Korte.
Na uvodnom obraćanju sastanka, Premijer Republike Kosova, g. Hashim Thaçi, je rekao: „Početak pregovora za Sporazum o Stabilizaciji i Pridruživanju između Republike Kosova i Evropske Unije čini današnji dan, u pravom smislu te reči – istorijskim danom. Kažem da je danas istorijski dan, jer se otvara novo poglavlje u procesu integracije naše zemlje i počinje novi nepovratni proces koji se događa samo jednom u istoriji Kosova. Danas počinje proces koji vodi ka članstvu u EU. Ovaj trenutak podudara sa strateškom vizijom naše države da bude članica EU i NATO-a, a Evropska Unija danas je ispunila dato obećanje Kosovu, pružajući jasnu perspektivu članstva i na taj način, postavlja državu Kosovo na ravnopravnom nivou sa svim zemljama u regionu. Izražavam svoje visoko poštovanje svim prestonicama država članica EU, koje su pružale podršku ovom važnom koraku prema odnosima EU i države Kosovo.“
Sa svoje strane, gospodin Joost Korte je rekao: „Danas smo počeli pregovore za Sporazum o Stabilizaciji i Pridruživanju sa Kosovom. Današnji dan je priznavanje postignutog napretka na Kosovu u poslednjih nekoliko godina i meseci. Otvaranje pregovora označava novu fazu u našim odnosima. Danas smo predstavili našu ponudu Kosovu, sa prvim poglavljima SSP-a, počeli sa najsloženijim, odnosno poglavljima IV, V i VI koji pokrivaju trgovinu i aproksimaciju zakonodavstva. Sada, kosovski pregovarački tim treba da nam da svoje mišljenje o našoj ponudi i onda pregovara i složi se o svim detaljima sporazuma. SSP će biti suštinski sporazum između Kosova i EU, i kao takav će regulisati važne aspekte naših odnosa, kao što su: politički dijalog, pravosuđe i unutrašnji poslovi, pitanja trgovine, poljoprivrede, društveni i ekonomski razvoj, životna sredina, itd. Moram da kažem da je Evropska Unija veoma ambiciozna i danas smo se složili za jedan intenzivni kalendar zvaničnih pregovora i tehničkih razgovora. Očekujemo da zaključimo pregovore do kraja sledećeg proleća i potom započinje proces odobravanja dogovorenog teksta u okviru institucija Evropske Unije.“
Ministarka za Evropske Integracije, Vlora Çitaku, posle prvog sastanka pregovora za SSP, održala je konferenciju za štampu. Tokom konferencije za štampu, Ministarka Çitaku je rekla: „Danas smo održali prvi sastanak pregovora za Sporazum o Stabilizaciji i Pridruživanju. Želela bih da se zahvalim mom sagovorniku i kolegi iz Evropske Komisije, glavnom pregovaraču, Joost Korte, za uspešan sastanak i plodne razgovore koje smo danas imali. Značaj Sporazuma o Stabilizaciji i Pridruživanju je da će SSP biti osnova naših političkih, ekonomskih i pravnih odnosa do konačnog akta tj. članstva Kosova u Evropskoj Uniji. Ohrabrujuće je da pred nama imamo jedan sporazum koji će obuhvatiti sve tradicionalne elemente Sporazuma o Stabilizaciji i Pridruživanju. Danas smo otvorili pregovore za poglavlja IV, V i VI, dok će 27. novembra biti otvorena sva preostala poglavlja SSP-a. Ministarstvo za Evropske Integracije je već počelo sa analizom ponude EU i već sutra će biti održan prvi unutrašnji koordinacioni sastanak sa svim odgovarajućim institucijama. To će obezbediti osnovu za držanje sastanaka pregovaračkih grupa sa Evropskom Unijom od decembra ove godine.“
Opšte informacije:
U decembru prošle godine, Evropski Savet je potvrdio napredak i mogućnost otvaranja pregovora o SSP-u između Kosova i Evropske Unije. Ova mogućnost je uslovljena obavezom Kosova sa ispunjavanjem kratkoročnih zahteva navedene u Studiji Izvodljivosti.
Aprila ove godine, Evropska Komisija je potvrdila da je Kosovo ispunilo kratkoročne kriterijume u oblasti vladavine prava, javne uprave, prava manjina i trgovine.
Juna, s obzirom na ispunjenje kratkoročne kriterijume, Evropski Savet je procenio dostignuća i potvrdio pokretanje pregovora za Sporazum o Stabilizaciji i Pridruživanju.
Pregovori o Stabilizaciji i Pridruživanju su prvi korak u okviru procesa pristupanja Evropskoj Uniji.
