Priština, 23. marta 2018. - Ministarka Hoxha, na sastanku Vlade, pod predsedavanjem Premijera Ramush Haradinaj, podnela je na usvajanje zahtev Vlade za Predsednika Kosova Ovlašćenje za potpisivanje finansijskog sporazuma za IPA 2017., I. i II. deo. Predlozi Ministarke Hoxha, odobreni su od strane Vlade.
Finansijski sporazum za IPA 2017., prvi deo, završen je i sada se očekuje njegovo potpisivanje.
„Ovaj sporazum reguliše sprovođenje programa IPA 2017., prvi deo, koji obuhvata 11 projekata koji će pomoći u usklađivanju sa zakonodavstvom EU, ljudskim pravima, energetskoj efikasnosti, digitalnoj ekonomiji, bezbednosti hrane i podršci za bolje povezivanje obrazovanje sa tržištem rada i socijalnim politikama. Program sačinjava finansiranje sa 48 miliona evra od strane EU za Kosovo, dok je ukupan iznos 49,45 miliona evra, gde je uključeno i sufinansiranje sa naše strane u iznosu od 1,45 miliona evra“, rekla je Ministarka Hoxha.
Ovom prilikom, pozivam vas da odobrite predmetni zahtev, a neposredno posle toga ćemo završiti celi postupak da što je pre moguće potpišemo sporazum i da ga sprovedemo, da sredstva koja su predviđena ovim sporazumom počnu da se sprovode za projekte za koje su planirana.
Nakon ovog predloga, Ministarka Hoxha je predstavila drugi zahtev za usvajanje u načelu, finansijski sporazum za IPA 2017., drugi deo, sa Evropskom unijom.
„Finansijski sporazum IPA 2017., drugi deo, uključuje vrednost od 25 miliona evra, od kojih su 21 miliona sektorske budžetske podrške, a 4 miliona je pomoć za njegovo sprovođenje. Ovaj program je predviđen za oblast upravljanja javnim finansijama. Nakon usvajanja inicijative, Vlada bi trebalo da osnuje pregovarački tim koji će pregovarati sa EU o pokazateljima reformi, ciljevima i numeričkim vrednostima koje treba postići svake godine, u periodu od 3 godine, 2019.-2021.“, naglasila je Ministarka Hoxha.
Ovo je drugi program sektorske budžetske podrške, nakon onog iz Finansijskog sporazuma IPA 2016., drugi deo, koji se fokusira na reformu javne uprave.
„Ovaj sporazum je od posebne važnosti za Vladu Kosova uopšte, a posebno za Ministarstvo za Evropske Integracije, jer otvara put mandatiranju tima koji će pregovarati o tekstu ovog sporazuma“, rekla je Ministarka Hoxha.
Oba predloga Ministarke Hoxha, Vlada je odobrila.
