Priština, 16. maj 2016. godine – Govor ministra za evropske integracije, g. Bekim Çollaku, sa Prvog sastanka Parlamentarnog Komiteta za stabilizaciju i pridruživanje u Skupštini Kosova: Prvi sastanak Parlamentarnog Komiteta za stabilizaciju i pridruživanje (PKSP) Poštovani ko-predsedavajući Parlamentarnog Komiteta za stabilizaciju i pridruživanje, g. Haliti i g. Picula; Poštovani članovi Parlamentarnog Komiteta za stabilizaciju i pridruživanje iz Parlamenta Kosova i Evropske Unije; Poštovani premijeru Mustafa; Poštovani g. Žbogar, predstavnik Evropske Unije na Kosovu; Dame i gospodo, Današnji dan obeležava još jedan korak u formalizaciji odnosa između Kosova i Evropske Unije, jer se danas funkcionalizuje jedna od osnovnih zajedničkih struktura za sprovođenje Sporazuma o stabilizaciji i pridruživanju. Početak sprovođenja SSP-a, nesumnjivo, predstavlja istorijsko dostignuće ne samo za našu evropsku budućnost, već i za konsolidaciju procesa izgradnje države i kao nova polazna tačka u našem ekonomskom, političkom i društvenom razvoju. Kao takav, Sporazum o stabilizaciji i pridruživanju predstavlja temelj svih strateških reformi koje će preduzeti Kosovo za potpuno članstvo u EU. Osim potrebe da našu evropsku perspektivu činimo više opipljivom, ove reforme će poboljšati život građana naše zemlje kroz proces jednog procesa koji će poslužiti kao pokretna tačka za unapređivanje i stabilizaciju našeg ekonomskog i političkog sistema. U tom smislu, Parlamentarni Komitet za stabilizaciju i pridruživanje (PKSP) i drugim zajedničkim strukturama koje će biti stvorene služiće kao glavni mehanizmi koji će dati stratešku orijentaciju celom procesu, čineći jasnije, konkretne i opipljive reforme do punopravnog članstva u EU. To je tako zato što u ovim forumima ćemo zajedno doneti najvažnije političke odluke za evropsku budućnost Kosova. Pored formalnih procedura odobravanja i stupanja na snagu SSP-a, kosovske institucije su pripremile Nacionalni program za sprovođenje SSP-a (NPSSP), koji je odobren od strane Skupštine Kosova u martu ove godine. Petogodišnji program pokriva period 2016-2020 i fokusira se na tri strateška aspekta pristupanja u EU: ispunjavanje obaveza iz SSP-a; usklađivanje nacionalnog zakonodavstva sa pravnim tekovinama EU i sprovođenje usklađenog zakonodavstva sa pravnim tekovinama EU. Program predviđa opterećenu zakonodavnu agendu za ovu godinu, konkretnije usvajanje ustavnog amandmana, sklapanjem više desetina međunarodnih sporazuma kao i izradu izmene- dopune ukupno 83 zakona i preko 190 podzakonskih akata drugih regulativnih akata. Poštovani članovi Parlamentarne Komiteta za stabilizaciju i pridruživanje; Sada pa nadalje ključna reč svakog institucionalnog zalaganja u smislu evropske agende će biti sprovođenje. Ispred sebe imamo program i ambicioznu agendu zakonodavnih i institucionalnih reformi koje treba preduzeti. S druge strane, svi smo svesni izazova koje nameće ovaj kompleksni proces koji zahteva veoma visok nivo pripreme i institucionalne kapacitete. Međutim, imamo nepokolebljivo uverenje da sve potrebne reforme ćemo uspešno uspeti da ih sprovodimo i da imamo dobre preduslove da se to postiže. Među najvažnijih od ovih uslova je javna podrška integracije u EU, spremnost svih zainteresovanih strana- državnih institucija, političkih aktera, civilnog društva, poslovnih zajednica i ostalih zainteresovanih strana – da sarađuju i podržavaju ovaj veliki nacionalni cilj kao i saradnjom i podrškom institucija EU, državama članicama i svim našim drugim partnerima. Zbog toga, sasvim je prirodno verovati da ako ispunjavamo ove obavezne uslove, onda u pravom trenutku, Kosovu će preduzeti sledeći korak za apliciranje i dobijanje statusa kandidata za članstvo u EU. Osećajući teret i odgovornost za koordinaciju procesa evropskih integracija, kao ministar za evropske integracije, pozivam vas kao ko-predsedavajuće i članove Parlamentarnog komiteta za stabilizaciju i pridruživanje, da nastavite vašu nezamenljivu ulogu u dinamici procesa kroz savetovanje i nadzor sprovodnih mehanizama, podsticanje konsenzusa i odgovornosti, povećanje saradnje između svih zainteresovanih strana i informisanje javnosti o procesu u celini. Dozvolite da vam takođe kažem da paralelno sa praćenjem sprovođenja programa, mi smo u toku aktivnosti za informisanje građana i zainteresovanih strana a posebno poslovnu zajednicu o svim mogućnostima i izazovima koje nudi SSP. Sutra, zajedno sa komesarom Hahn, održaćemo konferenciju visokog nivoa tokom koje će biti predstavljena i razrađeno puno pitanja koja se odnose na mogućnostima, dobicima i izazovima za kosovsku ekonomiju koji proizilaze sa sprovođenja SSP. U međuvremenu, razne informativne aktivnosti koje se odnose na sprovođenje SSP se neprekidno organizuju u saradnji sa organizacijama civilnog društva, Kancelarijom EU i drugim zainteresovanim stranama. Ove aktivnosti se organizuju i nastaviće se da se organizuju na centralnom i lokalnom nivou u cilju informisanja šire javnosti na Kosovu. Sve na kraju dozvolite mi da se zahvalim članovima Skupštine Kosova i Evropskog parlamenta koji, bez obzira na njihovu političku pripadnost nastavili da podržavaju evropsku agendu Kosova. Ja sam veoma siguran da poštovani poslanici Evropskog parlamenta će nastaviti da ponovo pokažu ovu podršku u bliskoj budućnosti kada se očekuje da se razmotri pravna inicijativa Evropske komisije o liberalizaciji viza za građane Kosova.
