Priština, 16. januar 2018 – Na sastanku Instrumenta pretpristupne pomoći (IPA) za 2018. i 2019. godinu, kojim je predsedavala ministarska evropskih integracija, Dhurata Hoxha, učestvovali su članovi vladinog kabineta – ministri, zamenici ministara i zvaničnici Evropske unije na Kosovu.
Na sastanku su razmatrani prioriteti za podršku od strane IPA za 2018. i 2019. godinu, što je bilo nastavak razgovora i zahteva iz izvršnih institucija.
U svom govoru, ministarka evropskih integracija, naglasila je da pomoć iz Evropske unije, kao deo pretpristupnog instrumenta treba da se fokusira na oblasti koje imaju direktan uticaj na poboljšanje blagostanja građana, a posebno fokusirajući se na sektore: vladavine prava, ljudskih prava, obrazovanja i zapošljavanja.
“U cilju većeg ulaganja u odgovarajućim sektorima, u saradnji sa Kancelarijom EU-a na Kosovu, u vrednosti od 81.6 miliona evra biće podržani sledeći sektori: vladavina prava i osnovna prava, energetika, životna sredina, obrazovanje, zapošljavanje i socijalne politike (sa fokusom na obrazovanje). Osim ovih oblasti, takođe će biti podržani i pojedinačni projekti za koje se smatra da pomažu u okviru demokratije i upravljanja”, naglasila je ministarka Hoxha.
U nastavku, ministarka je naglasila da će program IPA 2019 biti dosta sličan sa programom IPA 2018, i nastaviće da podržava iste sektore, ali dodati su još i poljoprivreda, ruralni razvoj, konkurentnost i inovacije.
Kancelarija EU-a je pozvala da pošaljemo sve predloge koje imamo sada, istakla je ministarka i dodala da treba da započnemo proces konsultacija i pre zvaničnog roka.
Na sastanku su bile prisutne institucije koje još uvek nisu razvile projekte u okviru gore pomenutih sektora, ali koji su u toku razvoja. Ministarka je pozvala predstavnike institucija da što pre dostavljaju projekte, a prioritet treba da imaju projekti koji direktno pomažu građanima, podstiču preduzetništvo, posebno kod mladih, i promovišu konkurentnost na tržištu.
“Očekujemo da će projekti biti započeti što je pre moguće, a oni koji ne budu odobreni u okviru IPA 2019, potrudićemo se da ih uključimo u okviru IPA 2020, zbog toga vas pozivamo da predstavite i te predloge. Ministarstvo integracija pružiće podršku svim institucijama u ovom procesu, ali nema sumnje da je međuinstitucionalna saradnja neophodna”, naglasila je ministarka Hoxha.
Pomoć koja se pruža kroz ove programe, naglasila je ministarka evropskih integracija, Dhurata Hoxha, idealna je mogućnost da se iskoristi za rešavanje izazova u odgovarajućim sektorima i za omogućavanje reformi, koje su neophodne za unapređenje procesa integracija.
Projekti podržavaju jačanja vladavine prava putem konsolidacije korišćenja sredstava i dijagnostičkih metoda Saveta Evrope na Kosovu (GRECO, MONEYVAL), dok je ministar unutrašnjih poslova govorio o podršci unutrašnjih pitanja-za podršku policiji.
Ministar obrazovanja, odnosno socijalne zaštite, Shyqiri Bytyqi i Skënder Reçica, predstavili su i razmotrili projekte u okviru obrazovanja, zapošljavanja i socijalnih politika.
Za Ministarstvo za povratak i zajednice, prioritet predstavlja Program EU-a za stabilizaciju zajednica (Faza IV) i pružanje podrške za zatvaranje kolektivnih centara na Kosovu (Faza II).
Na sastanku su diskutovani, podneti i razmotreni projekti iz oblasti izvršne delatnosti u vezi Instrumenta pretpristupne pomoći.
