Prishtinë, 16 Janar 2018 – Në takimin për Instrumentin e Para Anëtarësimit (IPA) për vitet 2018 dhe 2019, të cilin e kryesoi Ministrja e Integrimit Evropian, Dhurata Hoxha, morën pjesë anëtarë të Kabinetit qeveritar- ministra, zëvendësministra dhe zyrtarët e Bashkimit Evropian në Kosovë.
Në takim, janë diskutuar prioritetet për përkrahje nga IPA, për vitet 2018 dhe 2019 dhe ishte vazhdimësi e diskutimeve dhe kërkesave që ka pasur nga institucionet ekzekutive.
Në fjalën e saj, Ministrja e Integrimit Evropian, ka theksuar se asistenca nga Bashkimi Evropian, si pjesë e instrumentit të para-anëtarësimit duhet të fokusohet në fushat të cilat direkt kanë ndikim në përmirësimin e mirëqenies së qytetarëve, sidomos duke u fokusuar në sektorët: sundimi i ligjit, të drejtat e njeriut, arsimi dhe punësimi.
“Me qëllim që të investohet më shumë në sektorët përkatës, në bashkëpunim me Zyrën e BE-së në Kosovë, përkrahen me vlerë 81.6 milionë euro, sektorët. Sundimi i ligjit dhe të drejtat fundamentale, Energjia, Mjedisi, Arsimi, punësimi dhe politikat sociale (me fokus në arsim). Përveç këtyre, do të ketë edhe përkrahje me projekte individuale, që konsiderohet se ndihmojnë në kuadër të demokracisë dhe qeverisjes”, theksoi Ministrja Hoxha.
Ndërsa, theksoi më tej Ministrja Hoxha, programi IPA 2019 do të ketë shumë të përafërt me atë të IPA 2018, dhe do të vazhdojë të përkrah sektorët e njëjtë, por shtohen bujqësia, zhvillimi rural, konkurrueshmëria dhe inovacioni.
Zyra e BE-së ka ftuar që të dërgojmë çfarëdo propozimesh që kemi qysh tani, vuri në pah Ministrja Hoxha, të nisim procesin e konsultimit edhe para afatit zyrtar.
Këtu, ishin të pranishme institucionet që nuk kanë zhvilluar ende projekte në kuadër të sektorëve të lartpërmendur, por që janë në zhvillim e sipër. Ministrja ftoi përfaqësuesit e institucioneve të ofrojnë sa më parë propozimet, të cilat duhet të kenë prioritet projekte të cilat direkt ndihmojnë qytetarët, nxisin ndërmarrësinë sidomos te të rinjtë dhe promovojnë konkurrueshmërinë në treg.
“Ne presim që projektet të iniciohen sa më herët dhe ato që nuk miratohen në kuadër të IPA 2019, do të synojmë t’i përfshijmë në kuadër të IPA 2020, prandaj ftoheni që të prezantoni sot edhe ato propozime. Ministria e Integrimit do të ofrojë përkrahje për të gjitha institucionet në këtë proces por sigurisht se bashkëpunimi ndër-institucional është i domosdoshëm”, theksoi Ministrja Hoxha.
Asistenca që ofrohet përmes këtyre programeve, ka theksuar Ministrja e Integrimit Evropian, Dhurata Hoxha, është mundësi ideale që të njëjtat të shfrytëzohen për të adresuar sfidat në sektorët përkatës dhe për të mundësuar reformat, të cilat janë të domosdoshme për avancimin e procesit integrues.
Projektet në favor të Forcimit të sundimit të ligjit nëpërmjet konsolidimit të përdorimit të mjeteve dhe metodave diagnostikuese të Këshillit të Evropës në Kosovë (GRECO, MONEYVAL), ndërsa Ministër i Punëve te Brendshme foli për Mbështetjen për Çështjet e Brendshme-Mbështetje për Policinë.
Projektet në kuadër të arsimit, punësimit dhe politikave sociale, u parashtruan dhe shqyrtuan nga Ministri i Arsimit gjegjësisht Mirëqenies sociale, Shyqiri Bytyqi dhe Skënder Reçica.
Ministria e Kthimit dhe komuniteteve, kanë prioritet EU- Programin e Stabilizimit të Komunitetit (Faza IV) dhe Mbështetje për mbylljen e qendrave kolektive në Kosovë (Faza II).
Në takim, u diskutuan, parashtruan dhe shqyrtuan projekte nga fusha e veprimtarisë ekzekutive lidhur me Instrumentin e Para Anëtarësimit.
