Më 6 Mars 2013, mediat elektronike dhe ato të shkruara kanë publikuar pjesë të një analize të Institutit për Hulumtime të Avancuar (GAP) me titull “Buxheti i Kosovës – transparenca dhe format e raportimit buxhetor”. Sipas analizës së institutit GAP, Ministrja e Ministrisë së Integrimit Europian, Vlora Çitaku, gjatë vitit 2011 ka shpenzuar 21.517 euro për dreka zyrtare, por pa sqaruar më shumë që në këtë shumë hyjnë shpenzimet edhe të dikastereve tjera vartëse të Ministrisë së Integrimit Europian.
Ministria e Integrimit Europian sqaron për publikun se në shumën e përgjithshme të shpenzuar gjatë viti 2011, të publikuara si shpenzime të kabinetit të kësaj Ministrie, nuk janë shpenzime të bëra vetëm nga Ministrja por në të vërtetë përfshijnë të gjitha shpenzimet e bëra edhe nga shumë dikastere tjera vartëse të saj.
Gjatë vitit 2011, Ministria e Integrimit Europian ka zhvilluar aktivitetet zyrtare shumë të rëndësishme si: përgatitjen e takimeve për Dialogun e Procesit të Stabilizim Asocimit për gjithsej shtatë fusha sektoriale, përgatitjen e dokumenteve strategjike për integrim Europian, pritjen e delegacioneve nga Brukseli, vizitat e bëra në Ministrinë e Integrimit Europian nga ministra, ambasador dhe delegacione të ndryshme të vendeve të Bashkimit Europiane dhe më gjerë, një numër ceremonish të lidhura me koordinimin e procesit për integrim Europian dhe shumë ngjarje të tjera zyrtare. Pagesat për të gjitha këto takime zyrtare bëjnë pjesë në shumën e lartcekur, prandaj nuk duhet të interpretohen si shpenzime të Ministres.
Ministrja Vlora Çitaku, në përmbushjen e agjendës Europiane ka një numër jashtëzakonisht të lartë takimesh të niveleve të larta zyrtare me përfaqësues të institucioneve të BE-së në Kosovë dhe në Bruksel, pret një numër të lartë të udhëheqësve shtetëror nga Brukseli, gjë që e bën të pashmangshme nevojën për shtruarjen e drekave dhe darkave zyrtare për bashkëpunëtorët e ndryshëm. Gjithashtu, koordinimi dhe bashkëpunimi i gjithëmbarshëm shtetëror në procesin e integrimit Europian gjatë vitit 2011 ka kërkuar realizimin e takimeve të shpeshta me përfaqësues nga Brukseli dhe rajoni.
Për më tepër, Ministria e Integrimit Europian është fuqimisht e përkushtuar në koordinimin dhe menaxhimin e procesit të liberalizimit të vizave, përgatitjen e takimeve për Dialogun e Procesit të Stabilizim Asocimit për gjithsej shtatë fusha sektoriale, përgatitjen e strukturave për negocimin e MSA-se, përgatitjen e Planit për negocimin e MSA-së, dhe përgatitjen e dokumenteve strategjike për integrim Europian në Republikën e Kosovës.
Procesi i integrimit Europian kërkon bashkëpunim dhe bashkëveprim ndër-institucional në mes të institucioneve të Republikës së Kosovës me institucionet e Bashkimit Europian në Bruksel dhe të pranishme në Republikën e Kosovës. I gjithë ky proces kërkon nivel intensiv të takimeve zyrtare brenda dhe jashtë Republikës së Kosovë që pashmangshmërisht rezulton edhe me dreka dhe darka gjatë takimeve zyrtare.
Për më shumë, ju informojmë që Ministria e Integrimit Europian koordinimin dhe menaxhimin e procesit të integrimit Europian është duke e bërë në kuadër të shpenzimeve racionale të parapara me legjislacionin e aplikueshëm në fuqi në mënyrë sa më transparente.
