Ministarka za evropske integracije, Dhurata Hoxha, učestvovala je i držala govor na okruglom stolu organizovanom od Grupe za pravne i političke studije, na kojem je bila prisutna predstavnica EU-a za Kosovo, gđa Apostolova, kao i brojni diplomati i eksperti evropskih integracija.
Ministarka Hoxha je izrazila posvećenost za unapređenje procesa evropskih integracija, čiju dinamiku, kako smatra ona, treba ubrzati.
„Stupanje na snagu Sporazuma o stabilizaciji i pridruživanju kroz koji je Kosovo po prvi put stupila u ugovorne odnose sa EU-om, osim što predstavlja uspeh, treba da bude i podsticaj da se isti sprovodi uspešno kako bi nastavili naš put ka Evropskoj uniji“, naglasila je ministarka Hoxha.
Sprovođenje SSP-a, potencirala je ministarka, predstavlja naš najvažniji prioritet.
„Sprovođenje SSP-a sada zahteva usklađivanje zakonodavstva sa standardima EU-a i potpuno sprovođenje zakonodavstva u praksi. To će zahtevati političku volju, administrativne kapacitete i održivo finansiranje“, naglasila je ministarka Hoxha.
Ministarstvo za evropske integracije započela je revidiranje Nacionalnog plana za sprovođenje SSP-a, koji predstavlja redovan godišnji proces planiranja politike za sprovođenje SSP-a, istakla je ministarka.
„Cilj revidiranja je ažuriranje ovog programa i izrada kratkoročnih mera koje će se sprovoditi tokom 2018. godine. U cilju praćenja sprovođenja SSP-a, u oktobru održaće se prvi sastanak Odbora u Briselu, dok u novembru biće održan drugi sastanak Saveta“, potencirala je ministarka.
U cilju prioritizacije predstojećih reformi, kako je naglasila ministarka Hoxha, Vlada Republike Kosova i Evropska unija lansirali su Evropsku agendu reformi, ili kratko EAR.
„EAR predviđa sprovođenje 22 konkretnih prioriteta od strane brojnih institucija. Ja ću preduzeti sve mere da kako bi osigurala da sve institucije budu svesne svojih prioriteta, kao i da pružamo podršku MEI-a u okviru ovog procesa“, naglasila je ministarka Hoxha.
SSP je ugovor koji smo mi sklopili sa Evropskom unijom, istakla je ministarka, i u trenutku stupanja u ovom ugovornom odnosu, mi smo se obavezivali da ćemo ispuniti zahtevane kriterijume i da ćemo sprovoditi ovaj sporazum. Sva 35 poglavlja SSP-a su jasna u pogledu kriterijuma koje treba ispuniti, potencirala je ministarka.
Reforme, rekla je ministarka Hoxha, trebaju biti u funkciji sprovođenja SSP-a, kao jedini dokument koji treba da bude osnova za reforme. Sva poglavlja SSP-a mogu se sprovoditi preduzimanjem dubokih reformi u odgovarajućim sektorima.
„Smatram da prioritet treba dati reformama u oblasti vladavine prava, usklađivanja zakonodavstva Kosova sa onim iz EU-a, sprovođenja zakonodavstva, poslovne klime, zaštite konkurencije, unapređenja politike obrazovanja i zapošljavanja kao i regionalne saradnje“, naglasila je ministarka Hoxha.
Ministarka Hoxha je izrazila sigurnost posvećenosti i ozbiljnosti u sprovođenje SSP-a jer od ovog sprovođenja zavisiće put i budućnost Kosova u pravcu EU-a. Ona je takođe naglasila da će deo procesa biti i civilno društvo.
