Kosovske vlasti su ažurirale EU o funkcionisanju pravosuđa. U tom smislu, diskutovano je povećanje upotrebe posredovanja. Obe strane su se složile da je pokretanje elektronskog sistema upravljanja predmetima ključno za pravosuđe.
Što se tiče borbe protiv korupcije, diskutovano je nekoliko zakonodavnih dešavanja na ovom planu. EU je pozdravila usvajanje Zakona o sprečavanju sukoba interesa i Zakona o državnom tužiocu. Obe strane su se složile da će potpuna implementacija biti presudna. EU je pozvala kosovske vlasti da nastave sa radom i usvoje revidirani Zakonik o krivičnom zakoniku i Zakonik o krivičnom postupku, kao i sve zakone sadržane u paketu za borbu protiv korupcije. EU je naglasila da će primena komentara Venecijske komisije o nacrtu zakona o finansiranju političkih stranaka biti ključna.
U oblasti unutrašnjih poslova i borbe protiv organizovanog kriminala razmenjeni su stavovi o migraciji, azilu i readmisiji, reformi policije, borbi protiv narkotika i terorizma i sprečavanju radikalizacije. Obe strane su se složile da je puna implementacija svih strategija u ovim oblastima ključna. EU je pohvalila napredak u oblastima migracija, azila i borbe protiv terorizma. Strane su diskutovale o potrebi jačanja napora i kapaciteta za suzbijanje kriminala, naročito kibernetičkog kriminala, droge i organizovanog kriminala, uključujući i kroz povećan broj konačnih zaplena. Razgovarano je i aspektima vezanim za viznu liberalizaciju. Evropska unija je naglasila da se nastavlja ocena istorijata rezultata borbe protiv organizovanog kriminala i korupcije, takođe u svetlu nedavne misije eksperata Komisije (3-4 maja).
Osnovne informacije
- Sporazum o stabilizaciji i pridruživanju (SSP) predstavlja okvir za EU i kosovsku administraciju za redovno razmatranje tehničkih i političkih pitanja u vezi sa reformama povezanim sa EU. Organi SSP-a uključuju Savet za stabilizaciju i pridruživanje, kojem pomažu Odbor za stabilizaciju i pridruživanje, kao i pododbori za SSP, koji pokrivaju širok spektar tekovina EU. Sastanci tela SAA pružaju direktan doprinos godišnjim izveštajima Evropske komisije.
- Svaki sastanak pododbora nadgleda i prati sprovođenje reformi na Kosovu i identifikuje kako EU može da pomogne u ovom procesu.
- Sedam oblasti je obuhvaćeno sektorskim sastancima pododbora, o pravosuđu, slobodi i sigurnosti; inovacijama, informatičkom društvu, socijalnoj politici, obrazovanju i kulturi; trgovini, industriji, carini i oporezivanju; unutrašnjem tržištu, konkurenciji, zaštiti potrošača i zdravlja; poljoprivredi, ribarstvu, šumarstvu, bezbednosti hrane; saobraćaju, životnoj sredini, energetici, klimatskim promenama i regionalnom razvoju; ekonomskim i finansijskim pitanjima, statistici.
- Dve druge oblasti se pokrivaju sastancima posebnih grupa, reforma javne uprave i normalizacija odnosa sa Srbijom.
- Sednicama Odbora za SP i pododbora kopredsedavaju Evropska komisija i Kosovo. Svaki sastanak rezultuje zajedničkim dogovorenim radnjama koje trebaju da preduzmu kosovske vlasti.
Vreme između sastanaka omogućava sprovođenje preporuka i zajednički dogovorenih radnji. Zaključci sa sastanaka su javni i dostupni na Internet stranici Kancelarije EU i http://www.mei-ks.net.
