Zvanicnici sa Kosova i iz Evropske unije zasedali su na digitalnom zasedanju 10. i 11. juna 2020. god. da bi razgovarali o desavanjima poslednjih godina u oblasti pravde, slobode i bezbednosti. Razgovor je odrzan u okviru Sporazuma o stabilizaciji i pridruzivanju (SSP), koji je stupio na snagu aprila 2016. god. Tokom dvodnevnog zasedanja, zvanicnici su razmenili stavove o razlicitim oblastima u vezi sa vladavinom prava, osnovnim pravima i unutrasnjim poslovima. Evropska unija i Kosovo su se u svim oblastima saglasili oko znacaja primene prioriteta iz Evropske agende reforme i preporuka iz Izvestaja Komisije o Kosovu za 2019. god.
U vezi sa osnovnim pravima i pravima manjina, zastitnik gra?ana je izneo opste stanje na Kosovu, a predstavnici su razgovarali o opstoj primeni ljudskih prava i prava manjina, rodne ravnopravnosti, slobode izrazavanja i imovinskih prava. Razgovaralo se i o situaciji manjinskih zajednica, ukljucuju?i primenu zakona o upotrebi jezika i integraciji romske i askalijske zajednice.
U oblasti unutrasnjih poslova, razmenjeni su stavovi o suzbijanju terorizma, suzbijanju nasilnog ekstremizma i radikalizacije, kao i o migraciji, azilu i upravljanju granicama. Obe strane su se saglasile da je puna primena svih strategija u ovim oblastima od presudnog znacaja. Komisija je podvukla posve?enost organa vlasti dogovoru Kosova i EU o primeni Zajednickog akcionog plana za suzbijanje terorizma za Zapadni Balkan.

EU je naglasila i potrebu da Skupstina imenuje preostale clanove Sudskog saveta Kosova i Tuzilackog saveta Kosova te da organi vlasti u celosti primene Zakon o posredovanju i Zakon o disciplinskoj odgovornosti sudija i tuzilaca.

Obe strane su se saglasile da je puna primena svih novih zakona u vezi sa vladavinom prava od presudnog znacaja. EU je pozvala kosovske organe vlasti da usvoje revidirani Zakonik o krivicnom postupku i dodatne zakone u vezi sa suzbijanjem korupcije. Obe strane su se dotakle i pitanja policijske i me?unarodne policijske saradnje. Strane su razgovarale i o potrebi da se pojacaju napori i unaprede kapaciteti za rad na suzbijanju korupcije i organizovanog kriminala na visokom nivou. Posebno je ukazano na oduzimanje imovine proistekle iz krivicnih dela kao kljucne stvari za postizanje napretka u ovoj oblasti.
Pregled
- Sporazum o stabilizaciji i pridruzivanju (SSP) je okvir za administracije EU i Kosova da redovno razgovaraju o tehnickim i studijskim stvarima u vezi sa reformama koje se odnose na EU. Tela SSP obuhvataju Savet za stabilizaciju i pridruzivanje, kom pomaze Odbor za stabilizaciju i pridruzivanje, kao i pododbori za SSP, koji obuhvataju sirok spektar komunitarnog prava EU. - Druge dve oblasti obuhva?ene zasedanjima posebnih grupa obuhvataju reformu javne uprave i normalizaciju.
- Zasedanjima Odbora za stabilizaciju i pridruzivanje i pododborima predsedavaju Evropska komisija i Kosovo. Svako zasedanje zavrsava se zajednickim usaglasavanjem propratnih mera koje ?e preduzeti kosovski organi vlasti.
