Brisel, 21. mart 2017. – Predstavnici Vlade Kosova i Evropske službe za spoljne poslove i Evropske komisije su se sastali u Briselu kako bi razgovarali o napretku normalizacije odnosa između Kosova i Srbije u proteklih godinu dana. Razgovor je održan u okviru redovnog Sporazuma o stabilizaciji i pridruživanju, koji je stupio na snagu 1. aprila 2016. godine. Evropska služba za spoljne poslove, Evropska komisija i Kosovo su se u svim aspektima složili o važnosti primene sporazuma koji su postignuti u okviru dijaloga kojim posreduje EU.
Učesnici su razmotrili napredak koji je Kosovo učinilo u procesu primene svih prethodnih sporazuma iz takozvanog tehničkog dijaloga, ali i dijaloga na visokom nivou. Poseban fokus je stavljen na primenu sporazuma koji su zaključeni u avgustu 2015. godine.
Po pitanju Asocijacije/Zajednice opština sa srpskom većinom, Kosovo je ponovilo svoju posvećenost primeni ovog sporazuma. Evropska služba za spoljne poslove i Evropska komisija su još jednom naglasili koliko je važno da Kosovo, bez daljih odlaganja, krene sa izradom statuta Asocijacije/Zajednice. Kosovo, Evropska služba za spoljne poslove i Evropska komisija su još jednom podvukli da su zadovoljni primenom sporazuma o telekomunikacijama iz decembra 2016. godine. Ovim sporazumom se Kosovu daje mogućnost da ima sopstveni pozivni broj, a da srpska kompanija za telekomunikacije bude registrovana i dobije dozvolu za rad na Kosovu. Obe strane su razmotrile napredak primene sporazuma o glavnom mostu u Mitrovici i izrazili svoje očekivanje da će radovi na mostu, okolnoj oblasti i ulici Kralja Petra biti privedeni kraju što je pre moguće, a u korist građana svih zajednica. Evropska služba za spoljne poslove i Evropska komisija su izrazili svoje očekivanje da se ostvari napredak na primeni sporazuma o energetici što je pre moguće. Evropska služba za spoljne poslove i Evropska komisija su još jednom ponovili da je napredak Kosova ka EU čvrsto vezan za napredak dijaloga. Oni su pozvali Kosovo da i dalje bude konstruktivno angažovano u procesu normalizacije odnosa sa Srbijom. Kosovo je ponovilo svoju potpunu privrženost procesu dijaloga i evropskoj budućnosti.
Pregled
• Sporazum o stabilizaciji i pridruživanju (SSP) je okvir za administracije EU i Kosova da redovno razgovaraju o tehničkim i studijskim stvarima u vezi sa evropskom agendom. Zaključci sastanaka se direktno unose u godišnje izveštaje Evropske komisije
• Specijalna grupa za normalizaciju prati ispunjavanje obaveza koje je Kosovo preuzelo na sebe u okviru dijaloga kojim posreduje EU, pruža podršku u tom procesu, te razmatra kako EU može pružiti dalju podršku u tom procesu.
• Sektorska zasedanja pododbora unutar SSP pokrivaju sedam oblasti, o pravosuđu, slobodi i bezbednosti; inovaciji, informacionom društvu, društvenoj politici, obrazovanju i kulturi; trgovini, industriji, carini i porezima; unutrašnjem tržištu, konkurenciji, zaštiti potrošača i zdravstvenoj zaštiti; poljoprivredi, ribarstvu, šumarstvu, bezbednosti hrane; prevozu, životnoj sredini, energetici, klimatskim promenama i regionalnom razvoju; ekonomskim i finansijskim stvarima, statistici.
• Druge dve oblasti obuhvaćene zasedanjima posebnih grupa obuhvataju reformu javne uprave i normalizaciju odnosa sa Srbijom.
• Zasedanjima Odbora za stabilizaciju i pridruživanje i pododborima predsedavaju Evropska komisija i Kosovo. Svako zasedanje završava se zajedničkim usaglašavanjem propratnih mera koje će preduzeti kosovski organi vlasti. Zaključci sa zasedanja uskoro će biti dostupni na internet portalu Kancelarije EU na Kosovu.
