Govor Ministarke Çitaku na Konferenciji o Predstavljanju izveštaja za Integraciju Romske, Aškalijske i Egipćanske zajednice

U decembru 2009 godine, jedne godine nakon proglašenja Kosova kao nezavisne i demokratske države, Vlada Kosova, posvećena u izgradnji jedne multietničke države, usvojila je Strategiju i Akcioni Plan za integrisanje Romske, Aškalijske i Egipćanske zajednice za period 2009 – 2015 godine. Glavni cilj ove strategije je poboljšanje uslova života ovih zajednica, kao i njihovo potpuno integrisanje u društvu. Pored toga, ova strategija pruža adekvatan okvir da omogući svim zajednicama potrebne uslove u cilju da oni uživaju ista prava zapošljavanja, i pristupanja u javnim institucijama.
Vlada Kosova, imajući za primarni cilj izgradnju jedne demokratske države, poštovanje demokratskih vrednosti i integrisanje u Evropskoj Uniji, u bliskoj saradnji sa domaćim i međunarodnim institucijama, agencijama i civilnim društvom, čini ozbiljne napore za sprovođenje politika za ljudska prava, posebno manjinskih zajednica. Kroz pravne osnove koja je izgrađena prema međunarodnim principima, kao i kroz politika za zaštitu ljudskih prava, Vlada Kosova pokazuje njenu potpunu posvećenost za integrisanje Romske, Aškalijske i Egipćanske zajednice u svim oblastima Kosovskog društva.
Uprkos kontinuirane posvećenosti i angažovanja institucija, evidentirane su nekoliko poteškoća i izazova u efikasnom sprovođenju strategije, među kojima se mogu navesti nedostatak informacija za nekoliko aktivnosti, poteškoće koordiniranja između institucija kao i komunikacije između njih. Konkretnije, treba da se radi više kako bi se prevazišle poteškoće u vezi sa civilnim registrom, registracijom u školama kao i stvaranju uslova života za povratnike.
Imajući u obzir značaj ovog pitanja u Evropskoj agendi Kosova, kao i zahteva koje proizilaze iz studije izvodljivosti za Kosovo i Liberalizaciju Viza, Ministarstvo za Evropske Integracije se angažovalo da pažljivo nadgleda ovaj proces u cilju postizanja zadovoljavajućeg rezultata i sprovođenja akcionog plana za ovu strategiju.
Danas će biti predstavljen izveštaj o srednjoročnom sprovođenju strategije za integrisanje Romske, Aškalijske i Egipćanske zajednice za 2012 godinu. Ovaj izveštaj odražava trenutno stanje u sprovođenju strategije, dostignuća, zaostataka i izazova na koje nailaze institucije i relevantne organizacije u sprovođenju aktivnosti. Cilj ovog izveštaja je istakne aktivnosti koje su preduzete i nastavljaju da se preduzmu u cilju realizovanja koje su ciljeva sadržanih u Akcionom Planu od strane Vlade Kosova kao i u identifikaciji problema i izazova u sprovođenju ovog Akcionog Plana.

Među-sektorska priroda ove strategije, kao i uključivanje različitih aktera u njenom sprovođenju, čini da koordiniranje ima poseban značaj u efikasnom sprovođenju strategije. Pozivam sve odgovarajuće institucije da daju prioritete u sprovođenju strategije i da sarađuju što je više moguće u cilju prevazilaženja evidentiranih zaostataka u sprovođenju aktivnosti u ovoj strategiji.
