“SSP postavlja mehanizme i rokove za sprovođenje svih reformi koje će progresivno približavati Kosovo sa EU-om u svim oblastima politika, do punopravnog članstva. Sprovođenje SSP-a već je počelo da dovodi do dubokih reformi, premda osjetljivih, političkih i ekonomskih”, rekla je ministarka Hoxha i dodala da SSP ne samo da odražava političku volju obe strane za oživljavanje naše evropske perspektive, predstavljajući platformu za dugoročnu transformaciju, nego je i kao test izgradnje institucionalnih kapaciteta za realizaciju ovih političkih ciljeva.
Kosovo će do potpunog učlanjenja usvojiti zakonodavstvo tako što će to biti deo njenog unutrašnjeg zakonodavstva. U ovoj novoj fazi pristupanja u EU, naglasila je daljeministarka, unapredili smo politički okvir za evropske integracije, učinivši ga dinamičnijim, ambicioznijim, sveobuhvatnijim i integrisanijim, kroz Nacionalni Program za sprovođenje SSP-a.
“Ministarstvo za evropske integracije, kao glavna koordinaciona institucija, zajedno sa resornim institucijama, po prvi put je izradila Program, početkom prošle godine. Program o sprovođenju SSP-a sačinjava glavni nacionalni strateški dokument za planiranje, sprovođenje i praćenje sprovođenja svih reformi neophodnih za sprovođenje SSP-a i u sledećim fazama pristupanja u EU”, istakla je ministarka Hoxha.
Kako bi se olakšao ovaj proces, istakla je ministarka Hoxha , uz podršku projekata GIZ-a, podrška procesu za evropske integracije na Kosovu, razvili smo online Platformu za praćenje i izvještaj o evropskoj integraciji, koja će biti lansirana u januaru 2018. Ovo će biti inegrisana tačka za prikupljanje i obradu podataka od svih institucija za sprovođenje nacionalnog okvira politika za integraciju u EU – u početku Programa za sprovođenje SSP-akao i Agende za Evropske Reforme.
Ova platforma će učiniti održivim praćenje napretka u sprovođenju evropske agende pojednostavljajući i olakšavajući redovno izveštavanje od strane svake institucije za sprovođenje, rekla je ministarka Hoxha, dodajući da to omogućava izveštavanje u realnom vremenu ali i kao mehanizam ranog upozoravanja, omogućavajući sistematsko praćenje sprovođenja reformi.
Ova platforma takođe, uočila je ministarka, popraviće odgovornost i transparentnost među javnim institucijama, kao i drugim zainteresovanim stranama i šire javnosti, jer će rukovodioci institucija imati priliku da budu stalno obavešteni o ostvarenom napretku svakog odeljenja.
Na kraju, ministarka Hoxha se zahvalila Nemačkoj Ambasadi i GIZ-u za njihovu podršku i saradnju u okviru procesa evropskih integracija.
U svom govoru, Ambasador Nemačke na Kosovu, Christian Heldt, naglasio je značaj integracionog procesa, čestitajući ministarku Hoxha za rad ministarstva koje sa posvećenošću, dinamizira i čini proaktivnim ovaj veoma važan proces za Kosovo i njene građane.
Ambasador Heldt je uverio ministraku Hoxha da GIZ neće prestati da podržava Ministarstvo, povećavajući njen učinak, koordinaciju, praćenje i izveštavanje procesa. Platforma povećava kvalitet izveštavanja i ojačava institucionalnu memoriju naglasio je ambasador.
Na kraju je prezentirano kako funkcioniše online platforma.
