Govoriti o kulturi dijaloga i o budućnosti Kosova, je neminovno povezano na važnošću koju ima dijalog kao nezamenljivo sredstvo za evropsku budućnost za našu zemlju.
Kažem ovo zato što duboko verujem da bez kulture dijaloga ne možemo imati niti evropsku budućnost. Tema konferencije koju ste odabrali je veoma zanimljiva, i ja kao Ministarka za Evropske Integracije, uverena sam da kroz dijalog kao sredstvo za rešavanje problema mi ćemo dovesti Kosovo u EU. Pored toga, ja verujem da kultura dijaloga predstavlja najvažnije sredstvo političke emancipacije koja će doneti Kosovo bliže modelu razvojne i participativne demokratije.
Dijalog je osnovna vrednost demokratskog društva putem kojeg se, svi izazovi i problemi raspravljaju i namerava se obezbediti konsenzualno rešenje, to je takođe jedan od glavnih vrednosti EU-a. Ne možemo obezbediti društveno-ekonomski razvoj bez istinskog političkog, porodičnog, društvenog, ideološkog, polnog, verskog dijaloga ili čak i dijaloga između generacija.
Dijalog je namerni i koncentrisani razgovor, jedna civilizovana platforma i ravnopravnost prema kojoj oni koji se razlikuju mogu da slušaju i razgovaraju sa jednim glasom.
U dijalogu, želimo da ostavimo po strani strah, predrasude i potrebu da se pobedi. Kroz dijalog pružamo vreme da slušamo glasove i druge mogućnosti. Dijalog može da podrazumeva tenzije i paradokse, i na taj način nove kolektivne ideje potiču.
Evropska Unija je prvi politički entitet u istoriji čovečanstva koja ima na svom temelju promovisanje dijaloga a ne sukob kao sredstvo za rešavanje problema. U skoro svim slučajevima, EU nije samo fasilitator dijaloga, nego ima i svoja sredstva za postizanje organizacionih ciljeva, pošto je sama Evropska Unija osnovana na premisi dijaloga.
Bila je platforma dijaloga između Nemačke i Francuske ona koja je zamenila tri brutalna rata koje su te dve zemlje odvijale, što je rezultiralo gubitkom života za milione ljudi u manje od 100 godina.
Dijalog između velikih i malih država je onaj koji omogućava da se glas malih čuje od strane velikih. Dijalog je onaj koji zahteva poštovanje različitosti, obezbeđujući tako da evropske vrednosti kao što su sloboda, jednakost i ljudska prava budu poštovana.
Ponekad dijalog je težak, svi smo videli duge razgovore o finansijskoj podršci za Grčku ili godine koje su bili potrebne da Lisabonski sporazum bude ratifikovan. Ali međutim, je dostižan.

Ja kao Ministarka za Evropske Integracije, interes Kosova ispred EU vidim upravo na dijalog, a ne na vojnu moć država, jer Evropska Unija svoju moć ne zasniva vojnoj snazi, već na dijalog kao sredstvo prevazilaženja problema: posle više od jedne decenije, ili bolje reći veka kada su Albanci brutalno zlostavljani od strane različitih režima, kada gubitak je bio neprestano začarani krug i koji je izazvao mnogo patnje našom narodu, sada smo u vremenu kada nijedan susjed ne može zameniti dijalog sa nasiljem. Ovo je osigurano u poslednjih nekoliko godina, kada je ceo Balkan posvećen osnovnim principima EU-a, kao što su sloboda, bezbednost, jednakosti i ljudska prava.
Na kraju, želela bih da kažem da za generacije naših roditelja, naših dedova, projekat pristupanja u EU znači da će naša bezbednost biti očuvana zauvek od zdravih načela Evropske Unije.
