Brisel, 16. jun 2015. god. – Vlada Kosova i Evropska Komisija (čitaj: EK) održali su u Briselu redovan sastanak dijaloga o procesu stabilizacije i pridruživanja (čitaj: DPSP) o ekonomiji, statistikama i finansijskoj kontroli. Sastanak je bio usredsređen na niz političkih oblasti, uključujući makro-ekonomski razvoj Kosova, fiskalne i finansijske politike, strukturalne reforme i razvoj privatnog sektora, statistički sistem i finansijsku kontrolu.
Komisija je čestitala Kosovu na postizanju sporazuma o kadrovskom nivou povodom novog stand-by sporazuma sa MMF-om. Komisija se takođe usredsredila i na važnost nedavno usvojenih zaključaka Saveta o programu privredne reforme i naglasila potrebu da se Kosovo usredsredi na sprovođenje preporuka.
U oblast privrednih i fiskalnih politika, raspravljalo se o ključnim ekonomskim indikatorima uključujući porast BDP-a, inflaciju, tržište rada i balans plaćanja. Uprkos povećanju plata i penzija u javnom sektoru, kao i visoke zarade, ekonomski porast je usporen u 2014. godini. Zbog političkih okolnosti neke javne investicije su odložene, osnova proizvodnje ostaje i dalje slaba a investicije se najviše usredsređuju na sektor maloprodaje.
Vlada je predstavila promene u fiskalnim politikama i planove za promenu fiskalnog pravila da bi omogućila više razvojnih kapitalnih projekata. Komisija je pozvala Kosovo da ojača fiskalno pravilo o sprovođenju i mehanizam nadgledanja kako bi izbegli ad-hoc donošenje odluka i kako bi ponovo utvrdili kredibilitet fiskalne politike. U pogledu povećanog broja fiskalnih politika uglavnom usredsređenih u projektima za infrastrukturu, Komisija je ohrabrila vladu da postavi savetodavno telo koje će doprineti proceni većih infrastrukturnih projekata, uključujući i njihove fiskalne uticaje i osigurati da su isti u skladu sa regionalnom agendom.
Vlasti su predstavile ključne strukturalne reforme u sektorima zdravstva, obrazovanja, javne administracije i privatizacije. Kao i proteklih godina, Komisija je predložila da se uradi jači prioritet troškova između većih i hitnih potreba – takav prioritet se takođe treba odraziti i na naredni program ekonomskih reformi koji će biti podnet Komisiji u januaru 2016. godine. Komisija je zabeležila postignuti napredak i naglasila potrebu da se reše hitna pitanja kao što je poboljšani pristup finansijama, oskudna vladavina prava, veoma rasprostranjena neformalna ekonomija i neadekvatno stručno obrazovanje.
U oblast statistike, Komisija je naglasila potrebu usvajanja izmena i dopuna Zakona o Statistikama i da vlada angažuje i obezbedi dovoljno ljudskih i budžetskih resurse za Kosovsku agenciju za statistike da bi u potpunosti sprovela svoj mandat. Diskusija je takođe bila usredsređena i na zahtev da se ojačaju državni računi, poslovne statistike i da se u potpunosti sprovede uredba ESA10 u svim oblastima.
Komisija je naglasila svoju pozitivnu procenu i podršku kosovskom novom strateškom dokumentu o javnoj unutrašnjoj finansijskoj kontroli (PIFC). Dokument pokazuje značajnu ambiciju uopšteno, a Komisija je istakla potrebu za upravljanjem sprovođenja PIFC-a sa drugim tekućim reformama u oblasti upravljanja javnim finansijama i javne administracije. Komisija je takođe napomenula i tekuću aktivnost reforme kancelarije generalnog revizora.
Sastankom su zajedno predsedavali ministarstvo za evropske integracije i generalni direktorat evropske komisije za ekonomska i finansijska pitanja i proširenje. DG Budžet i Eurostat takođe su učestvovali na sastanku.
Opšte informacije:
Dijalog o PSP je okvir u kojem Evropska unija i kosovska administracija redovno razgovaraju o tehničkim i pitanjima politike u vezi sa evropskom agendom. Dijalog o SSP nadgleda i prati rezultate koje Kosovo postiže u sprovođenju reformi i utvrđuje kako EU može pomoći u ovom procesu. Sektorskim i plenarnim sastancima u okviru SSP dijaloga kopredsedavaju Evropska komisija i vlada. Na svakom sastanku se zajednički dogovore propratne aktivnosti koje kosovske vlasti moraju da preduzmu. Sektorski sastanci obuhvataju sedam oblasti i one tesno prate format dijaloga koji EU ima sa drugim zemljama kandidatima i potencijalnim kandidatima. Tih sedam sektora su:
– Pravda, sloboda i bezbednost
– Inovacije, informaciono društvo, socijalna politika, obrazovanje i kultura
– Trgovina, industrija, carina i porezi
– Unutrašnje tržište, konkurencija, zaštita potrošača i zdravstvena zaštita
– Poljoprivreda, ribarstvo, šumarstvo, bezbednost hrane
– Saobraćaj, zaštita životne sredine, energetika, regionalni razvoj
– Ekonomska i finansijska pitanja, statistika
Vreme između sastanaka omogućava primenu preporuka i dogovorenih propratnih aktivnosti. Očekuje se da plenarni sastanak na kojem će se razgovarati o reformskim prioritetima bude održan u julu 2015. godine.
