Bruksel, 11 mars 2015 – Përfaqësues të Qeverisë së Kosovës dhe të Komisionit Evropian u takuan në Bruksel për të diskutuar për zhvillimet gjatë vitit të fundit në fushën e komunikimit elektronik, shoqërisë informative dhe politikës audio-vizuale, punës dhe mirëqenies sociale, arsimit dhe novacionit, si dhe në fushën e mbrojtjes dhe promovimit të trashëgimisë kulturore. Këto diskutime u mbajtën në kuadër të kornizës së Dialogut të rregullt për Procesin e Stabilizim-Asociimit.
Sa i përket politikës audiovizuale dhe lirisë së mediave, është theksuar se Kosova është vonuar shumë në përgatitjet për kalimin në sistemin digjital dhe si e tillë nuk ka gjasa që të përmbushë afatin kohor të qershorit 2015, për të cilin është arritur marrëveshje ndërkombëtare, për kalim në të gjitha vendet evropiane.
Kosova është inkurajuar që të miratojë masat për implementimin e këtij procesi brenda një periudhe sa më të shkurtër të mundshme dhe që të mos vonohet, duke ditur se kjo vonesë do të shkaktojë ndërhyrje me shtetet fqinje. Është konsideruar si pozitive fakti se Kuvendi është duke finalizuar procesin e emërimit të dy anëtarëve të rinj për Këshillin e Pavarur për Media dhe me këtë po e kompleton këtë Këshill. Përfaqësuesit e Kuvendit të Kosovës kanë raportuar se ata janë angazhuar në gjetjen e mënyrave për financim të qëndrueshëm të transmetuesit publik, për të siguruar pavarësinë e tij financiare dhe editoriale.
Lidhur me telekomunikacionin, është përmendur se nuk ka pasur zhvillime të reja për të siguruar se rregullatori i Telekomit është një institucion i pavarur financiar dhe organizativ.
Qeveria e Kosovës është inkurajuar që të emërojë një Bord të ri për rregullatorin dhe të garantojë një proces transparent për të siguruar se në bordin e ri janë emëruar profesionistët kompetentë.
Sa i përket punësimit, pala kosovare ka raportuar për më të rejat në kalendarin legjislativ. Palët po ashtu janë pajtuar se ekziston nevoja për të krijuar një sinergji në mes të agjencive të ndryshme shtetërore, ligjeve dhe strategjive, për të siguruar se ka rritje të mundësive për punësim dhe se Kosova ka shtuar përkrahjen e saj për masat për promovimin e punësimit. Komisioni Evropian ka insistuar që të informohet për Fondin e ri për Zhvillim dhe Investim dhe për mënyrat konkrete se si ky Fond do të ndihmojë në zvogëlimin e papunësisë, përfshirë këtu kriteret konkrete për shpërndarje të fondeve te bizneset private.
Lidhur me progresin dhe pengesat në zbatimin e ligjit të punës, është theksuar se nuk ka pasur ndonjë progres në adresimin e çështjes së numrit të pamjaftueshëm të inspektorëve të punës. E njëjta gjë vlen edhe te situata e shëndetit dhe sigurisë në vendin e punës.
Sa i përket mirëqenies sociale, Komisioni Evropian ka theksuar nevojën që Kosova të mbështesë avancimin në procesin e decentralizimit të shërbimeve sociale. Për të siguruar implementimin efektiv të decentralizimit të shërbimeve sociale, Komisioni Evropian ka theksuar rëndësinë e plotësim-ndryshimit të Ligjit për Financat e Pushtetit Lokal, në mënyrë që të konfirmohet alokimi i një buxheti komunal për ofrimin e shërbimeve sociale.
Në aspektin e mbrojtjes dhe promovimit të trashëgimisë kulturore, është e rëndësishme që të vazhdohet me implementimin e legjislacionit lidhur me mbrojtjen e trashëgimisë kulturore dhe fetare dhe që të sigurohet se Këshilli për Zbatim dhe Monitorim vazhdon të funksionojë mirë. Komisioni Evropian ka theksuar themelimin e Këshillit të Fshatit të Hoçës së Madhe në Rahovec dhe ka theksuar nevojën për ofrimin e mbështetjes së duhur për Këshillin e Trashëgimisë Kulturore në Prizren.
Dhe lidhur me arsimin, Komisioni ka ritheksuar rëndësinë që Kosova duhet t’i jep prioritet sigurisë së cilësisë në të gjitha nivelet, duke filluar nga niveli parashkollor e deri te arsimi universitar, përfshirë edhe ofrimin e financimit të nevojshëm. Të dhënat e sakta, si bazë për politikat e ardhshme, janë qenësore. Duhet të fuqizohet qasja në arsim cilësor për fëmijët me aftësi të kufizuara dhe për komunitetet minoritare. Kosova duhet të avancojë mjetet dhe mekanizmat ligjorë dhe të tjerë për të përmirësuar në mënyrë të konsiderueshme sigurinë e cilësisë në arsimin e lartë dhe në hulumtimet shkencore.
Kosova duhet po ashtu të garantojë zbatimin e duhur dhe objektiv të rregullave për angazhimin e stafit dhe zhvillimin e karrierës në sektorin e arsimit të lartë. Komisioni ka theksuar se ka pasur përpjekje në këtë drejtim që janë bërë nga menaxhmenti i ri i Universitetit të Prishtinës dhe ka inkurajuar Qeverinë që ta mbështesë këtë menaxhment lidhur me këtë.
Informata mbi historikun
– Dialogu për Procesin e Stabilizim Asociimit (PSA) është një kornizë në kuadër të së cilës Komisioni Evropian dhe administrata e Kosovës diskutojnë rregullisht çështjet teknike dhe politike lidhur me agjendën evropiane. Këto takime sigurojnë të dhëna të drejtpërdrejta për raportin vjetor të progresit të Komisionit Evropian.
– Dialogu i PSA monitoron dhe përcjell reformat në Kosovë, dhe po ashtu identifikon mënyrën se si BE-ja mund të ndihmojë në këtë proces.
– Shtatë fusha mbulohen në këto takime sektoriale, dhe ato ndjekin nga afër formatin e dialogut që e ka BE-ja me kandidatët e tjerë dhe me kandidatët potencialë. Takimet sektoriale mbahen për Drejtësi, Liri dhe Siguri; Inovacion, Shoqëri Informative, Politikë Sociale, Arsim dhe Kulturë; Tregti, Industri, Dogana dhe Tatim; Treg të Brendshëm, Konkurrencë, Mbrojtje të Konsumatorëve dhe të Shëndetit; Bujqësi, Peshkatari, Pylltari, Siguri të Ushqimit; Transport, Mjedis, Energji, Zhvillim Rajonal; Çështje Ekonomike dhe Financiare, Statistikë.
– Takimet sektoriale dhe plenare të Dialogut të PSA bashkë-kryesohen nga Komisioni Evropian dhe Qeveria. Secili takim rezulton në marrëveshje të përbashkët për ndërmarrjen e veprimeve nga ana e autoriteteve kosovare. Një takim plenar i nivelit të lartë, ku do të diskutohen prioritetet e reformimit pritet të mbahet në korrik 2015.
