Brisel, 21. mart 2017 – Predstavnici Vlade Kosova i Evropske komisije su se sastali u Briselu kako bi razgovarali o napretku na polju poljoprivrede, ruralnog razvoja, šumarstva, ribarstva i bezbednosti hrane. Razgovor je održan u okviru Sporazuma o stabilizaciji i pridruživanju (SSP), koji je stupio na snagu 1. aprila 2016. godine. Komisija i Kosovo su postigli saglasnost u svim oblastima kada se radi o važnosti primene Plana evropskih reformi i prioriteta koji proističu iz Programa ekonomskih reformi. U razgovoru je bilo reči o velikom broju oblasti, poput jačanja kontrole uvoza hrane i životinja, poboljšanja bezbednosti hrane na Kosovu, sistematizacije unošenja podataka u bazu podataka o identifikaciji, upisu i kretanju životinja, održivom upravljanju šumama, korišćenju i konsolidaciji zemljišta, statistici o uvozu i izvozu poljoprivrednih proizvoda i učinku institucija koje su odgovorne za poljoprivredu i bezbednost hrane. Potrošači na Kosovu zaslužuju da jedu hranu istog stepena bezbednosti i kvaliteta kao i građani Evropske unije. Da bi do toga došlo, Komisija je navela da se standardi EU moraju poštovati na svim nivoima: kontrola uvoza i izvoza, upis životinja, dozvoljene prakse uzgajanja hrane, načini prerade hrane, etiketiranje i prodaja hrane. U proces je uključen određeni broj kontrolnih organa kako bi se garantovala primena tih standarda: zvaničnici iz zdravstva, inspektori, veterinari, laboratorije. Oni na Kosovu postoje i rade u celosti ili delimično, te su u procesu primene standarda EU.
Takođe su održani razgovori na kojima su učesnici preneli ključne poruke organizacija civilnog društva po pitanju određenih sektora, poput poljoprivredne proizvodnje, uloge žena u poljoprivredi i mera za smanjenje broja zagađivača koji imaju negativne posledice po poljoprivredno zemljište i poljoprivrednu proizvodnju.
Kosovo pokušava da uravnoteži ekonomske prednosti tog resursa sa potrebom očuvanja ovih šuma za budućnost. Na sastanku je bilo reči o tome kako najbolje sprečiti štetne aktivnosti, poput nelegalne seče i krčenja šuma. Značajan iznos pomoći je dodeljen za poljoprivredu i bezbednost hrane, pre svega u okviru programa ruralnih grantova Evropske unije, što će biti prioritet i u budućnosti.
O procesu
• Sporazum o stabilizaciji i pridruživanju (SSP) je okvir gde EU i vlasti Kosova mogu redovno razgovarati o tehničkim pitanjima i pitanjima javnih politika u smislu evropske agende. Savet za stabilizaciju i pridruživanje, kome pomoć u radu pružaju Odbor za stabilizaciju i pridruživanje, kao i pododbori, predstavljaju tela SSP-a. Njihov rad pokriva širok pojas pravnih tekovina EU. Sastanci organa SSP-a se takođe direktno unose u godišnje izveštaje Evropske komisije.
• Sastanak svakog pododbora prati rad Kosova po pitanju reformi, te identifikuje kako EU može pomoći u tom procesu.
• Postoji sedam sektora u okviru kojih se organizuju sastanci: pravda, sloboda i bezbednost; inovacije, informaciono društvo, socijalna politika, obrazovanje i kultura; trgovina, industrija, carine i porezi; interno tržište, konkurentnost, zaštita potrošača i zdravlja; poljoprivreda, ribarstvo, šumarstvo, bezbednost hrane; transport, ekologija, energetika, regionalni razvoj; ekonomska i finansijska pitanja, statistika.
• Dve preostale oblasti koje se pokrivaju kroz sastanke posebnih grupa su reforma državne uprave i normalizacija odnosa sa Srbijom.
• Sastancima odbora i pododbora za stabilizaciju i pridruživanje kopredsedavaju Evropska komisija i Kosovo. Rezultat svakog sastanka su zajedničke mere koje će preduzeti vlasti Kosova.
• Vreme između sastanaka služi za primenu preporuka i mera oko kojih je postignuta zajednička saglasnost. Zaključci sastanaka su javni i mogu se preuzeti na stranici Kancelarije EU i http://www.mei-ks.net.
