Prishtinë, 30 maj 2013 – Ministrja e Integrimit Evropian Vlora Çitaku mori pjesë në Konferencën Vjetore “Qasja në drejtësi për viktimat e dhunimit, mbrojtja e tyre ligjore dhe rëndësia e ndëshkimit të kryerësve të krimit”.

Të nderuar Pjesëmarrës,
Zonja dhe zotërinj,
Temat e natyrës së kësaj konference, janë shume më komplekse, më të ndërlikuara dhe emocionale. Andaj, si gjithnjë, të flasësh për çështjen e ballafaqimit me të kaluarën, drejtësinë tranzicionale në vendet e pasluftës, është një çështje e vështirë dhe njëkohësisht e ndjeshme. Por, nga ana tjetër, në momentin që flasim për këto tema dhe ballafaqohemi me të kaluarën, atëherë ngadalë po fillojmë të ndërtojmë një vizion për të ardhmen.
Ne jemi një vend në tranzicion. Për më tepër, ne jemi një vend me tranzicione të shumta paralele: nga rajoni me një lufte shkatërrimtare në një shoqëri të post-luftës, nga një formë e socializmit diktatorial të ekonomisë, në një kapitalizëm të egër dhe, më pas në një rregullim më të mirë ekonomik të tregut të lirë. Prej një shoqërie të mbyllur dhe të dominuar nga burrat, në një diskurs publik të një shteti më të hapur dhe më liberal të udhëhequr nga një Kushtetutë progresive.
Është e vërtetë se ka mungesë të informatave, diskutimit dhe dialogut për të kaluarën, apo shpesh herë njerëzit hezitojnë të flasin rreth temave të tilla, për arsye të ndryshme.
Kosova ende është duke i ndërtuar institucionet e saja dhe për të forcuar demokracinë në të gjitha nivelet, duhet ta përdorë ballafaqimin me të kaluarën si instrument në promovimin e normave ë reja sociale në fushat e drejtësisë, qeverisjes së mirë, dhe të drejtave të njeriut.
Të nderuar/a,
Veçanërisht, temat e natyrës së luftës, apo temat specifike që i dedikohen grave dhe vajzave të dhunuara gjatë Luftës në Kosovë. Për këtë arsye kjo konferencë ka një rëndësi të veçantë, sepse elaborimi dhe pesha e kësaj teme, implikon shume faktorë, që duhet edhe njëkohësisht të përçoj një mesazh shumë të qartë dhe të fuqishëm përtej kufijve, për të sensibilizuar të gjithë opinionin, si të brendshëm dhe atë të jashtëm; se kësaj kategorie të veçantë do t’i sigurohen të gjitha mjetet e nevojshme, juridike, sociale, ekonomike, shëndetësore dhe politike, për të qene pjese e shoqërisë dhe institucioneve Kosovare, dhe rrjedhimisht pjese përbërëse e shtet-ndërtimit dhe shtet-formimit së Republikës së Kosovës.
Në këtë drejtim, do të ketë një sërë nismash për programe përkatësisht projekte zhvillimore për avancimin e kësaj kategorie, megjithëse, ndonjëherë kjo kategori, nëse mund te them apo shprehem kështu kanë qenë të “harruara” edhe nga shoqëria, familja dhe Institucionet. Që nga pas –lufta e tutje, gjendja e këtyre grave, jo vetëm në aspektin material, por edhe në atë social, shëndetësor, juridik, edhe shpirtëror, ka qene dhe është e mjerueshme. Ne si shoqëri dhe institucione, duhet të përballemi dhe t’i japim zgjidhje këtyre grave. Për këtë arsye, qëllimi i natyrës së këtyre projekteve do të jetë një mundësi për dinjitet dhe prosperitet të kësaj kategorie të grave.
Sepse jemi të bindur, që gjendja e grave dhe vajzave, viktimave te dhunimeve, nuk do të përmisohet vetëm me ndihma, por me projekte dhe ligje konkrete, që kanë të bëjnë me zhvillimin, edukimin, arsimin dhe emancipimin. Vetëm në këtë mënyrë do të ulim, në një shkallë shumë të vogël papunësinë, varfërinë dhe, në këtë formë do të rrisim mirëqenien e kësaj kategorie.
Për këtë arsye, unë si Ministre në bashkëpunim me Rrjetin e Grupeve të Grave të Kosovës, që nga Qershori i këtij viti do të fillojmë me kampanjën për vetëdijesimin e shoqërisë, (për gratë dhe vajzat e dhunuara gjatë Luftës në Kosovë), që gratë e dhunuara, janë viktima të luftës, dhe nuk janë “vetëm gra dhe vajza të dikujt” por janë nënat, motrat dhe vajzat tona, dhe mbi të gjitha janë heroina të këtij populli: për të cilat nën një: duhet të kërkojmë drejtësi, për të gjitha gratë dhe vajzat e përdhunuara gjatë luftës, që kriminelët duhet të ndjeken dhe të dënohen për krimet e bëra gjate luftës, dhe nën dy: që të jemi sa më afër tyre, si në aspektin Ligjor, social dhe human.

Detyra kryesore e Institucioneve dhe ministrisë së integrimeve është që të promovoj, inicioj dhe të mbroj të drejtat e grave, e në këtë rast edhe grave të përdhunuara gjatë luftës në Kosovë. Që do të thotë se vullneti politik është shumë i fuqishëm, që kjo kategori e veçantë të përkrahet dhe ndihmohet në të gjitha aspektet, e sidomos në aspektin Ligjor, dhe në këtë mënyrë kujdesi institucional dhe shoqëror do të jetë maksimal, produktiv, praktik dhe efikas.
