Zhvillimet në tregti, dogana, tatim, industri dhe lëvizje të lirë të mallrave gjatë vitit të kaluar janë diskutuar dje në Prishtinë nga përfaqësuesit e Kosovës dhe Komisionit Evropian. Ky ishte takimi i tretë i Nënkomitetit, në kuadër të Marrëveshjes së Stabilizim Asociimit (MSA), e cili ka hyrë në fuqi në prill të vitit 2016. Në të gjitha fushat, Komisioni dhe Kosova u pajtuan mbi rëndësinë e zbatimit të Agjendës së Reformave Evropiane dhe prioriteteve të Programit të Reformës Ekonomike, si dhe rekomandimeve nga Raportet e Kosovës 2019 të Komisionit dhe Nënkomiteteve të mëparshme për Stabilizim dhe Asociim.
Sa i përket tregtisë, diskutimet u fokusuan në mundësitë e ndryshme për t’iu përgjigjur rritjes së deficitit tregtar të Kosovës. Në kontekst, Kosova vuri në dukje kontributin e tregtisë në shërbime për të kompensuar pjesërisht deficitin tregtar. Palët vlerësuan pozitivisht rritjen prej 15% të tregtisë dypalëshe me BE, e cila arriti në 1.2 miliardë euro në vitin 2018. Komisioni gjithashtu përsëriti thirrjen për revokimin e taksës 100% të vendosur për mallrat me origjinë nga Serbia dhe Bosnja dhe Hercegovina. Komisioni rikujtoi angazhimin e Kosovës në planin shumëvjeçar të veprimit për zhvillimin e Zonës Ekonomike Rajonale (REA) dhe në veçanti theksoi nevojën për të ratifikuar dhe zbatuar Protokollin Shtesë 5 të CEFTA-s për lehtësimin e tregtisë, miratimin dhe zbatimin e Protokollit Shtesë 6 për tregtinë e shërbimeve, dhe miratimin e mandatit dhe emërimin e ekipit negociues për të negociuar Protokollin Shtesë 7 për zgjidhjen e mosmarrëveshjeve. Në fund, Komisioni theksoi rëndësinë e përmirësimit të klimës së investimeve, duke u përshtatur më tej me rregulloret dhe praktikat më të mira të BE-së, si dhe duke eliminuar pengesat jo-tarifore.
Përsa i përket doganave dhe tatimit, Komisioni Evropian i kërkoi Kosovës që të tërheqë vendimin mbi akcizat diskriminuese në cigare për të sjellë legjislacionin në përputhje me MSA-në. Komisioni theksoi rëndësinë e luftimit të mëtejshëm të ekonomisë joformale dhe reformave të vazhdueshme të administratës tatimore, veçanërisht duke shkurtuar kohën për rimbursimin e TVSH-së për bizneset dhe rritjen e borxhit të mbledhur (borxhet tatimore). Komisioni inkurajoi Kosovën që gradualisht të fillojë përdorimin e një metodologjie bashkëkohore të menaxhimit të rrezikut të pajtueshmërisë, që përfshin fushatat e publicitetit dhe ndërhyrjet e targetuara, duke përfshirë auditimet më të mençura. Përsa i përket doganave, Kosova u zotua për të ndryshuar Kodin Doganor dhe të Akcizave të Kosovës për ta lidhur atë më tej me legjislacionin dhe praktikat e BE-së. Së fundi, Komisioni inkurajoi Kosovën që të aplikojë për programin Dogana 2020, që synon përmirësimin e mëtejshëm të kapaciteteve doganore dhe ndihmën në shtrirjen e acquis të BE-së.
Sa i përket politikave për industri dhe NVM, Komisioni Evropian rikujtoi nevojën për ristrukturimin e Agjencisë për investime dhe përkrahjen e ndërmarrjeve në Kosovë (KIESA) për t’i mundësuar agjencisë të dizajnojë dhe zbatojë shërbime dhe programe të kujdesit para dhe pas në mbështetje të investimeve dhe sektorit privat. Komisioni kërkoi përmirësimin e statistikave afariste. Për më tepër, inkurajoi nxitjen e konkurrencës dhe zhvillimin e plotë të potencialit të eksportit të bizneseve të Kosovës, për të marrë përfitimet e plota nga MSA-ja. KE përshëndeti ratifikimin e programit evropian COSME dhe bëri thirrje për veprime të menjëhershme që mundësojnë pjesëmarrjen në Rrjetin e Ndërmarrjeve Evropiane, si dhe në Erasmus për Sipërmarrësit e Rinj. Kosova u zotua të ndërmarrë hapa drejt hartimit të një strategjie të specializimit të zgjuar me qëllim të rritjes së koherencës së hulumtimit dhe inovacionit, arsimit dhe trajnimit, në fushat e industrisë dhe ndërmarrjeve.
Së fundmi, sa i përket lëvizjes së lirë të mallrave, Kosova u zotua të rrisë kapacitetin e institucioneve dhe të përafrojë më tej me acquis të BE-së legjislacionin që përmirëson infrastrukturën e cilësisë në fushat e standardizimit, akreditimit, vlerësimit të konformitetit, metrologjisë dhe mbikëqyrjes së tregut. Komisioni Evropian i bëri thirrje Kosovës që të sigurojë zbatimin e vazhdueshëm të rregulloreve përkatëse anembanë Kosovës.
Informata mbi sfondin
1.Marrëveshja e Stabilizim Asociimit (MSA) është korniza në bazë të së cilës BE-ja dhe administrata e Kosovës diskutojnë rregullisht çështjet teknike dhe politike në lidhje me agjendën evropiane.
2.Takimet e Komitetit të SA dhe Nënkomitetit bashkë-kryesohen nga Komisioni Evropian dhe Kosova. Secili takim rezulton më veprime përcjellëse të dakorduara bashkërisht të cilat duhet të ndërmerren nga autoritetet e Kosovës. Konkluzionet e takimeve do të jenë në dispozicion së shpejti në faqen e internetit të Zyrës së BE-së/PSBE-së në Kosovë https://eeas.europa.eu/delegations/kosovo_en. Janë shtatë fusha që mbulohen përmes mbledhjeve sektoriale të nënkomiteteve, për Drejtësinë, Lirinë dhe Sigurinë; Inovacionin, Shoqërinë e Informacionit, Politikat Sociale, Arsimin dhe Kulturën; Tregtinë, Industrinë, Doganat dhe Tatimet; Tregun e Brendshëm, Konkurrencën, Mbrojtjen e Konsumatorit dhe Shëndetit; Bujqësinë, Peshkatarinë, Pyjet, Sigurinë Ushqimore; Transportin, Mjedisin, Energjinë, Zhvillimin Rajonal; Çështjet Ekonomike dhe Financiare, Statistikat. Dy fusha të tjera të mbuluara përmes takimeve të grupeve të posaçme janë reforma e administratës publike dhe normalizimi i marrëdhënieve me Serbinë.
3.Çdo takim i Nënkomisionit monitoron dhe shoqëron performancën e Kosovës në reforma dhe identifikon se si mund të ndihmojë BE-ja në këtë proces. Takimet gjithashtu ofrojnë kontribut të drejtpërdrejtë në raportet vjetore të Komisionit Evropian.
