Priština, 20. mart 2018.– Na konferenciji organizovanoj od strane SIGMA-e, institucije EU-a za administraciju, koja je posvećena reformi javne administracije na Kosovu pod nazivom „Reforma civilne službe, odgovorne državne strukture i kontrola javnih finansija“, ministarka za evropske integracije, Dhurata Hoxha, naglasila je da reforma direktno utiče na proces integracije.
U naredna tri meseca, biće utvrđeno kako će se ocenjivati Kosovo na svom procesu u okviru već obećanih reformi u okviru dijalogu sa EU-om kao i uticaj koji će imati na svoje građane.
„Strateški cilj Kosova je integracija u EU. Osnovni preduslov za postizanje ovog cilja je vladavina prava kao ključna karika u pravcu početka demokratije i funkcionisanja vladavine prava. Vladavina prava stvara poverenje građana prema državi, funkcionalizuje državu i daje građanima nadu za njihovu budućnost“, rekla je ministarka Hoxha.
U tom pravcu, sa ciljem postizanja optimalnog nivoa interakcije između građana Kosova i Vlade, naglasila je ministarka, neophodno je da se modernizuje javna administracija tako da postane efikasnija i da se omogućava viši nivo odgovornosti prema građanima.
„Reformisanje javne administracije je konsolidacija okvira strateških politika. To omogućava zemlji koja teži ka integraciji, kao što je Kosovo da obezbedi jasne među-institucionalne mandate, da efikasno kanališe finansijske i ljudske resurse za sprovođenje politika kao i da u potpunosti stavlja u funkciju svoje sisteme praćenja“, rekla je ministarka.
Vlada, u saradnji sa Evropskom komisijom i SIGMA-om, istakla je ministarka, usvojila je strateški paket za reformu javne administracije, gde se obuhvata: strategija za modernizaciju javne administracije, strategija za upravljanje javnim finansijama, strategija za bolje uređivanje kao i strategija za koordinaciju politika.
„Ovaj paket predstavlja strateški okvir, koji je pozitivno procenjen od strane Evropske komisije i u skladu je sa principima SIGMA-e o javnoj administraciji“, rekla je ministarka i dodala je da se zahteva i konsolidacija pravnog okvira. U skladu sa procenama i principima SIGMA-e i u skladu sa nalazima Izveštaja o zemlji, istakla je ministarka, Kosovo je pokrenulo razmatranje pravnog okvira, odnosno Zakona o civilnoj službi, Zakona o državnoj upravi kao i Zakona o platama.
„Naš prioritet u tom pravcu je da u naredna tri meseca završavamo pravni okvir i da krećemo od relativno fragmentiranog sistema i pravne nesigurnosti u pravcu jednog racionalnog sistema, jednak za sve, sa efikasnom organizacijom administracije i sa jasnim linijama odgovornosti“, rekla je ministarka Hoxha.
Vršena je kvalitativna analiza oko racionalizacije nezavisnih agencija i nezavisnih regulatornih agencija, prioritet koji se odražava na svim ključnim dokumentima dobrog upravljanja i vladavine prava, naglasila je ministarka Hoxha, osnivanjem Sekretarijata koji će koordinirati ovaj proces u tehničkom smislu. Takođe, izrađen je i Memorandum o razumijevanju između Skupštine i Vlade kako bi se podržala ova zajednička inicijativa između EU-a i kosovskih institucija za pregled nezavisnih agencija.
Sve ovo, istakla je ministarka Hoxha, vrši se za administraciju koja pruža usluge na osnovu pravde, zakona i jasnih, pravednih postupaka, dostupne svima, prihvatljive u smislu vremena i finansija uz kvalitet i transparentnost. Administracija koja će biti prihvatljiva prema zahtevima administrativne porodice Evropske unije.
