Prishtinë, 12.12.2019 – në kuadër të Departamentit për të Drejtën e BE-së, në Ministrinë e Integrimit Evropian, u mbajt organizimi i radhës për ngritjen e ndërgjegjësimit të administratës publikë të Republikës së Kosovës për procesin e rishikimit të përkthimit të Acquis në gjuhën shqipe. Ky aktivitet që realizohet në bashkëpunim me kolegët e Ministrisë për Evropën dhe Punët e Jashtme të Republikës Shqipërisë është i dyti i formatit të tillë, dhe mbështetet nga GIZ, Prishtinë.
Përkthimi i akteve të Acquis së BE-së në gjuhën shqipe është parakusht për anëtarësim në BE dhe ndikon në realizimin më të shpejtë të masave ligjore të parashikuara në Programin Kombëtar për Zbatimin e MSA-së, e të cilat synojnë përafrimin e legjislacionit vendor me legjislacionin e BE-së, në zbatim të MSA-së dhe detyrimeve të tjera të procesit të anëtarësimit në BE.
Punëtoria në fjalë ka për qëllim vazhdimin e familjarizimit dhe përgatitjes së administratës publike në Kosovë për procesin në fjalë, e veçanërisht ngritjen dhe funksionalizimin e komisioneve të përkohshme për rishikimin dhe çertifikimin e akteve të përkthyera të BE-së, e të cilat pritet të krijohen dhe funksionalizohen në pjesën e pare të vitit të ardhshëm.
Në mes tjerash, ekspertët ligjërues prezantuan parimet dhe rregullat themelore për rishikimin e përkthimit të Acquis, duke vënë theksin tek parametrat që duhet respektuar me qëllim ruajtjen e njëtrajtshmërisë të formës së përkthimit, parimit të autenticitetit, besueshmërisë dhe aspektit të terminologjisë.
Ligjëruesit theksuan se është e rëndësisë jetike ndërgjegjësimi i të gjitha niveleve vendimmarrëse mbi kompleksitetin e procesit të përkthimit, veçanërisht gjatë fazës së planifikimit dhe në të ardhmen gjatë negociatave të para anëtarësimit, mungesa e së cilës shpesh mund të shpie në marrjen e vendimeve të gabuara të politikave buxhetore. Po ashtu, ata potencuan rëndësinë e bashkëpunimit ndërmjet homologëve të përfshirë në procesin e negociatave dhe ekipeve të përkthyesve, kryesisht përmes pjesëmarrjes së përkthyesve në sesionet e ‘Screening’ bashkë me koordinatorët e kapitujve. Posaçërisht, sa i përket unifikimit të terminologjisë.
Krahas përpjekjeve për rritjen e kapaciteteve, sigurimit të mbështetjes politike dhe të vendimmarrësve për shtyrjen përpara të procesit të përkthimit, është me vlerë të konsiderohet krijimi i një baze cilësore përkthyesish të cilët më tej mund të jenë pjesë e strukturave të Bashkimit Evropian dhe mund të ndihmojnë ndjeshëm në procese të cilat kërkojnë përkthim cilësor dhe të qëndrueshëm.
Pjesëmarrës në cilësinë e ekspertëve të fushës ishin edhe anëtarë të Komisioni Teknik për Përkthimin e Legjislacionit të BE-së në Gjuhën Shqipe si dhe Bashkëpunimit në Sferën e Përafrimit të Legjislacionit.
Ky aktivitet konsiderohet aktiviteti i radhës më i rëndësishëm për këtë vit, për të vijuar me punët e radhës të parapara për vitin 2020 si manuali i rishikimit për përkthimet në gjuhën shqipe, dhe aktivitetet e tjera në fushën e përkthimit të legjislacionit të BE-së në gjuhët zyrtare në Republikën e Kosovës.”
