Što se tiče informatičkog društva, Kosovo je ostvarilo napredak oko primene Regionalnog sporazuma o romingu. Konstatovano je da Skupština, imajući u vidu politička dešavanja, nije usvojila dobar deo izrađenog zakona o visokotehnološkoj sigurnosti, kao ni usklađivanje sa Direktivom o sigurnosti mreže i informacionih sistema i Pravilnik o elektronskoj identifikaciji i uslugama poverenja za elektronske promene na unutrašnjem tržištu. Kosovo je podstaknuto da brzo usvoji taj zakon nakon što se oformi nova vlada i sazove nova skupština. Strane su razgovarale i o tome kako da se bolje povežu zelena i digitalna politika. Ovo je posebno važno i u kontekstu Ekonomskog i investicionog plana, gde su zelena i digitalna tranzicija glavni prioritet.
Što se tiče audiovizuelne politike, Komisija je konstatovala da Kosovo još uvek nije sagledalo ponovljene preporuke Pododbora i iz godišnjeg Izveštaja o digitalnom prelasku i održivom finansiranju javnog servisa. Strane su se saglasile da je važno da Nezavisna komisija za medije nastavi da bude transparentna i obezbeđuje poštovanje pravila o javnim konsultacijama prilikom izrade pravilnika.
Što se tiče zapošljavanja, Komisija je konstatovala da su strukturalni izazovi u oblasti politike zapošljavanja i socijalne politike (stopa nezaposlenosti, stanovništvo koje živi ispod linije siromaštva) dodatno pogoršani pandemijom COVID-19 i da će biti potrebno uložiti dodatne napore, pored već preduzetih socio-ekonomskih mera, da bi se isti rešili. Kosovo je objasnilo da je u toku važan zakonodavni rad, naime nacrt Zakona o radu, nacrt Zakona o inspektoratu rada i nacrt Zakona o ekonomskom i socijalnom savetu, a Komisija se nada da će se uskoro usvojiti. Komisija je pohvalila odluku o integrisanju odredaba nacrta Zakona o porodiljskom i roditeljskom odsustvu u nacrt Zakona o radu, kojima će se obezbediti pravna izvesnost i odgovarajuća zaštita za zaposlene žene. Komisija je podstakla kosovske organe da uzmu u obzir moguće finansijske implikacije prilikom predlaganja novih zakonodavnih inicijativa. Pa ipak, ponovila je da je zakonodavni okvir u datoj oblasti u velikoj meri uveden te da bi pažnju trebalo pokloniti primeni postojećih zakona.
Što se tiče obrazovanja, Komisija je konstatovala dejstva pandemije COVID-19 na datu oblast i pohvalila Kosovo za brzu organizaciju prosvetnih aktivnosti virtuelnim putem kada okolnosti nisu dozvoljavale da škole ostanu otvorene. Međutim, izražena je zabrinutost u pogledu veoma sporog napretka u primeni zaključaka Pododbora. Komisija žali što Ministarstvo nije uložilo dovoljno napora da se pripremi za prijavu Kosovske agencije za akreditaciju da se ponovo pridruži evropskim telima za osiguranje kvaliteta. Agencija sama dobro upravlja procesima akreditacije, čak i virtuelnim putem. Takođe, Komisija žali zbog nedavne ostavke petoro članova odbora Agencije i podseća na to da se novi članovi moraju hitno izabrati i kroz transparentan proces koji se zasniva na zaslugama.
