Të nderuar Ambasadorë;
Zonja dhe zotërinjë;
Së pari dua të përshëndes vazhdimin e punës së Këshillit për Integrim Evropian të Republikës së Kosovë. Është shumë e rëndësishme që të vazhdojmë ta përdorim këtë forum të lartë dhe gjithëpërfshirës për të bashkëbiseduar hapur në adresimin e çeshtjeve të rëndësisë nacionale.
Reformat në kuadër të agjendës evropiane ndikojnë në të gjithë shoqërinë andaj është jetike që të vazhdohet angazhimi i përbashkët dhe mbështetja e secilit institucion, parti politike dhe shoqërisë civile e medieve.
Kosova gjendet në një pikë kthese në procesin integrues. Tani kemi hyrë në etapën kur do të mund të bëjmë një shkëputje nga metafora e shumë-përsëritur ‘rruga evropiane e Kosovës’ dhe të sigurojmë ‘një perspektivë evropiane me agjendë konkrete drejtë anëtarësimit të Republikës së Kosovës në Bashkim Evropian.
Nënshkrimi dhe pastaj hyrja në fuqi e Marrëveshjes Stabilizim Asocim, si një marrëveshje e parë kontraktuale ndërmjet Bashkimit Evropian dhe Republikës së Kosovës do të mundësoj konkretizimin e agjendës duke i qartësuar mirë obligimet tona drejt përmbushjes së kritereve të anëtarësimit, të njohura si kriteret e Kopenhagës dhe natyrisht do të qartëson edhe obligimet e BE-së ndaj Kosovës.
Ky proces po ecën sipas orarit të paraparë, dhe këtë e kanë konfirmuar në dhjetor si Komisioni Evropian edhe Këshilli i BE-së. Me të përfunduar procedurat institucionale të BE-së ne do të nënshkruajmë dokumentin tashmë të negociuar.
Sigurisht, prioritet kyç mbetet procesi i liberalizimit të vizave. Raportet e fundit nga institucionet përgjegjëse tregojnë se jemi në fazën përmbyllëse të përmbushjes së kritereve të udhërrëfyesit. E kemi mundësinë që ta përmbyllim këtë proces shpejtë, por na duhet që së bashku t’i japim shtyrjen e fundit.
Si hap i fundit në kuadër të dialogut për liberalizim të vizave, Komisioni Evropian pret nga ne që t’u dërgojmë një raport mbi përmbushjen e rekomandimeve të fundit që ata na i kanë dhënë verën e vitit të kaluar. Është në interesin tonë që këtë raport ta dërgojmë vetëm atëherë kur ne jemi plotësisht të sigurt që i kemi bërë gjërat e nevojshme. Synimi ynë është që ketë raport ta bëjmë brenda muajve të parë të këtij viti.
Udhërrëfyesi për liberalizimin përmban edhe dispozita për performacën e institucionave dhe reformave të ndërmarra nga ne. Në rastin tonë BE është e interesuar që t’sheh se këto reforma e kanë edhe ndikimin e vetë. Kjo ndërlidhet me temën e takimit të sotëm, pra migrimin e paligjshëm të qytetarëve të Republikës së Kosovës në vendet e Bashkimit Evropian.
Fatkeqësisht, duhet ta pranojmë se numri i përgjithshëm i migruesve të parregullt nga Republika e Kosova për vitin 2014 ka shënuar rritje në krahasim me vitet e fundit. Bashkëqytetarët dhe familjet e tyre që preken nga ky fenomen dëmtohen në mënyrë të drejtpërdrejtë, duke filluar nga shpenzimet e mëdha financiare që i shkaktohen pa ndonjë mundësi reale përfitimi e deri te rreziqet e ndryshme me jetë që janë pjesë e rrugëtimit të tyre drejt shteteve anëtare të Bashkimit Evropian (BE) dhe të zonës Schengen.
Të nderuar anëtarë të Këshillit,
Pjesëmarrës të nderuar,
Të kujtojmë rastin e dhimbshëm të familjes Fetahu para disa ditëve! I njomë është kujtimi i secilit prej nesh për rastin tragjik në lumin Tisa, ku për përfitime të një grushti të kriminelëve humbën jetën 15 bashkëqytetarë. Këto fakte janë arsye e mjaftueshme për të kërkuar vëmendje dhe kujdes dukshëm të shtuar të të gjitha institucioneve që janë përgjegjëse për të luftuar këtë problem. Është e dhimbshme, dëshpëruese por edhe e pafalshme të lejojmë që këso historishë të përsëriten në Kosovën 2015!
Ndikimi negativ i këtij fenomeni po dëmton të gjithë shoqërinë kosovare duke e ulur moralin e qytetarëve përbrenda, dhe duke dëmtuar rëndë imazhin e vendit në BE deri në atë shkallë që mund të ketë drejtpërdrejtë pasoja në shpejtësinë e liberalizimit të vizave për qytetarët e Republikës së Kosovës, pavarësisht përmbushjes së të gjitha kritereve teknike.
Shtetet anëtare janë lodhur nga migrimi në përgjithësi, dhe sigurisht që nuk presin që ne në këtë ditë të jemi burim! Kanë kaluar ditët kur Kosovarëve u justifikohej migrimi në BE.
Ç’farë mundet secili prej nesh të bënë në minimum është që t’i qartësojmë pasojat negative të këtij fenomeni opinionit të gjerë publik, dhe të përmbahemi nga deklaratat e nxituara poltike që ndonjëherë mund t’iu shkojnë për shtati vetëm trafikantëve që janë duke e orkestruar këtë aktivitet të paligjshëm.
Migrimi i paligjshëm nga Kosova është fenomen me prapavijë komplekse që në radhë të parë po shtyhet nga kushtet e përgjithshme socio-ekonomike, por edhe po mundësohet nga rrjete kriminale të trafikantëve.
Parandalimi i plotë dhe efektiv i këtij fenomeni varet nga mënjanimi i arsyeve të vërteta që kanë të bëjnë me zhvillimin ekonomik dhe papunësinë. Andaj jam i bindur që në thelb kjo nuk është çështje vetëm e rendit dhe ligjit.
Përmirësimi i perspektivës ekonomike, si dhe zbatimi i vazhdueshëm i kritereve të përshkruara në udhërrëfyesin për liberalizim të vizave do të ketë ndikim përfundimtar në parandalim të migrimit nga Kosova.
Duhet të jemi realist se vështirë se mund të bëhen ndryshime drastike të menjëhershme, por, një përkushtim i shtuar mund të ndikoj që ky fenomen të zbutet dhe të shënoj një rënie në një periudhë relativisht të shkurtër. Por për të pasur rezultate më të shpejta kundrejtë kësaj situate do të duhet që të provohen të gjitha mjetet në dispozicion.
Besoj se së pari dhe urgjentisht na duhet të kuptojmë më mirë problematikën – ne ende jemi në pritje të numrave të plotë të migruesve, e të mos flasim për ndonjë studim të thellë të arsyeve, motivimeve, metodat e migruesve etj. Në bazë të kësaj pastaj duhemi të intensifikojmë më tej fushatën vetëdijësuese për ta bërë atë edhe më të fokusuar, të zgjerojmë pjesëmarrjen jashtë-institucionale. Angazhime tjera mund të përfshijnë intensifikimi i punës së organeve të rendit në lokalitetet të cilat kanë qenë burime më të mëdha të migruesve.
Suksesi në masë të madhe do të varet nga mobilizimi në nivel lokal. Duhet që ti fuqizojmë më shumë komunat që të luftojnë këtë problem.
Tjera veprime të menjëhershme mund të jenë edhe adresimi i çështjes së licencave të kompanive që bëjnë transportimin e qytetarëve, me fokus në ato që po i qojnë qytetarët drejt kanaleve të njohura të kalimit të kufijve.
Ne do të shtojmë edhe bashkëveprimin me vendet anëtare për të siguruar kthimin e shpejtë të qytetarëve tanë të cilët nuk gëzojnë statusin e azilkërkusëve.
Ndërsa një mundësi për zbutjen e problemeve ekonomiko-sociale sigurisht që është edhe shqyrtimi i mundësive të nënshkrimit të marrëveshjeve për punë sezonale jashtë Kosovës.
Gjithashtu, duhet të mënjanohen edhe disa faktorë tërheqës që ndërlidhen me disa shtete të cilat e kanë vendosur Kosovën në lista të vendeve të pasigurta – gjë që zgjatë procedurat e aplikimi për azil dhe refuzimin e ketyre kerkesave, duke e krijuar kështu një iluzion të bashkëqytetarët se ata mund të qëndrojnë atje.
Për të pasur suksesin e duhur, duhet të sigurohemi që të gjitha institucionet në nivel qendror dhe lokal por edhe akterët tjerë e shohin këtë problem si një përgjegjësi të përbashkët.
Andaj për fund edhe një herë më lejoni të përshëndes këtu përkushtimin e Këshillit dhe secilit prej jush për parandalimin e kësaj të keqe.
