Priština, 18. mart 2016 – Predstavnici vlasti Kosova i Evropske komisije sastali su se u Prištini da razgovaraju o kretanjima u oblasti kulture, ruralnog razvoja, šumarstva, ribarstva i bezbednosti hrane. Razgovori su održani u sklopu dijaloga o procesu stabilizacije i pridruživanja.
Razgovori su obuhvatali široko spektar tema, kao što su poboljšanje kontrole uvoza hrane i životinja; jačanje ispravnosti hrane na Kosovu; sistematizacija unosa podataka u bazu podataka za identifikovanje, registraciju i kretanje životinja; poljoprivredna uvozna i izvozna statistika i rad kosovskih institucija zaduženih za poljoprivredu i ispravnost hrane.
Potrošači na Kosovu zaslužuju da jedu hranu iste ispravnosti i kvaliteta kao građani Evropske unije. Komisija je istakla da je standarde EU potrebno primenjivati na svim nivoima da bi se to ostvarilo: u kontroli uvoza i izvoza, u registrovanju životinja, u tome koje prakse su dozvoljene u uzgajanju prehrambenih proizvoda, u tome na koji način se vrši prerada hrane, i potom etiketira i prodaje. Određeni broj organa kontrole radi na pitanjima garantovanja tih standard: zdravstveni službenici, inspektori, veterinary, laboratorije. Kosovo je formiralo sve njih i oni su u procesu jačanja standarda EU.
Učesnici su takođe razgovarali o osnovnim porukama organizacija građanskog društva u vezi sa određenim brojem tema, kao što je kosovska organska poljoprivreda koja je u razvoju.
Razgovaralo se i o šumarstvu, jer Kosovo pokušava da uskladi ekonomske koristi od jednog tako značajnog resursa sa potrebom očuvanja ovih šuma za budućnost. Na sastanku je razmatrano kako na najbolji način fokusirati pomoć EU na ovaj sektor. Poljoprivreda i ispravnost hrane do sada su ostvarivali dobijali značajnu pomoć EU, uključujući i onu u sklopu brojnih programa ruralnih grantova; ovo i ubuduće ostaje prioritet.
Osnovne informacije
Dijalog o procesu stabilizacije i pridruživanja je okvir u kojem Evropska unija i vlasti Kosova redovno razmatraju tehnička i pitanja politike u vezi sa evropskim planom. Dijalogom o procesu stabilizacije i pridruživanja prati se kako Kosovo sprovodi reforme, i utvrđuje kako EU može da pomogne u ovom procesu. Sektorskim i plenarnim sastancima u dijalogu o procesu stabilizacije i pridruživanja supredsedavaju Evropska unija i vlada. Svaki sastanak ima za rezultat uzajamno usaglašene predstojeće aktivnosti koje vlasti Kosova treba da preduzimaju. Ima sedam oblasti obuhvaćenih sektorskim sastancima i one temeljno prate format dijaloga koji EU vodi sa ostalim kandidatima ili potencijalnim kandidatima. Ovih sedam sektora su:
– pravosuđe, sloboda i bezbednost,
– inovacije, informaciono društvo, socijalna politika, obrazovanje i kultura
– trgovina, industrija, carine i oporezivanje
– domaće tržište, konkurencija, zaštita potrošača i zdravlja
– poljoprivreda, ribarstvo, šumarstvo i ispravnost hrane
– saobraćaj, životna sredina, energetika, regionalni razvoj
– ekonomska i finansijska pitanja, statistika
Vreme između sastanaka omogućava sprovođenje preporuka i usaglašenih predstojećih aktivnosti. Zaključci sa sastanaka su javni i dostupni na internet stranici Kancelarije EU i na http://www.mei-ks.net.
