Prishtinë, 18 mars 2015 – Zëvendësministri Ramadan Ilazi morri pjesë sot në tryezën me temë: “Mbrojtja e burimit të informacionit të gazetareve me Ligjin e ri të Përgjimeve: A jemi në rrugën e duhur?” organizuar nga Asociacioni i Gazetarëve të Kosovës në bashkëpunim me Grupin për Studime Juridike dhe Politike.
Ligji për Përgjime të Telekomunikimeve është pjesë e kërkesave të Komisionit Evropian në kuadër të procesit të liberalizimit të vizave, dhe si i tillë është i një rëndësie të veçantë.
Ministria e Integrimit Evropian gjatë muajit shkurt dhe mars ka udhëhequr një proces gjithëpërfshirës konsultativ me hisedarët kryesor për të përmirësuar Projektligjin për Përgjimin e Telekomunikimeve, në përpjekjen e tretë për të nxjerr një ligj të këtillë.
Pjesëmarrësit në tryezë shprehen mbështetjen e tyre për draftin e ri të projekt-ligjit për Përgjime duke insistuar në ruajtjen e përmbajtjes aktuale të tij.
Zëvendësministri Ilazi në këtë tryezë theksoi se projektligji aktual për përgjime dhe do të jetë një instrument shtesë në shërbim të mbrojtjes së të drejtave të njeriut dhe reflekton një konsensus të rëndësishëm midis shoqërisë civile dhe aparatit të sigurisë.
Zëvendësministri Ilazi shtoi se “Projektligji për Përgjimin e Telekomunikimit bën ndarje të qartë midis përgjimit për qëllime të procedurës penale si dhe përgjimit për qëllime të inteligjencës dhe sigurisë kombëtare. Krahas kësaj ligji ka përcaktuar që Njësia Ndërlidhëse dhe Qendrat Monitoruese do të vendosen në lokacione të ndryshme për të shmangur mundësinë e keqpërdorimit. Risia kryesore e ligjit është krijimi i pozitës së Komisionarit për Mbikëqyrjen e Përgjimeve , një garanci e rëndësishme dhe e mjaftueshme për të mbrojtur qytetarët nga mundësia e keqpërdorimit dhe për të siguruar mbrojtjen e së drejtës së privatësisë”.
