Prishtinë, 26 Janar 2017 – Zyrtarë të Kosovës dhe Komisionit Evropian u takuan sot në Prishtinë për të diskutuar zhvillimet e viteve të fundit në fushën e drejtësisë, lirisë dhe sigurisë. Diskutimi u zhvillua në kuadër të Marrëveshjes për Stabilizim Asociim (MSA) e cila hyri në fuqi në prill të vitit 2016. Në të gjitha fushat, Komisioni dhe Kosova u pajtuan mbi rëndësinë e zbatimit të prioriteteve të Agjendës Evropiane të Reformave.
BE-ja u interesua rreth shqyrtimit të planifikuar të sundimit të ligjit duke nxitur përafrimin me acquis të BE-së dhe praktikat më të mira evropiane. Kosova u zotua të punojë më shumë për forcimin e paanshmërisë dhe përgjeshmërisë së sistemit gjyqësor. BE-ja theksoi nevojën për të pasur emërime transparente dhe të bazuara në merita të anëtarëve të Këshillit Gjyqësor të Kosovës si dhe për forcimin e gjykatave që merren me krime të rënda. BE-ja shprehu shqetësimet e vazhdueshme në lidhje me grumbullimin e rasteve dhe e inkurajoi për të rishikuar procedurat e regjistrimit të rasteve.
BE-ja dhe Kosova diskutuan progresin në lidhje me gjurmimin e hetimeve, vendimet e formës së prerë dhe konfiskimet në rastet e rënda të krimit të organizuar dhe korrupsionit dhe inkurajuan prioritizimin e vazhdueshëm të kësaj pune dhe nevojën për t’u fokusuar në masat parandaluese. BE-ja theksoi rëndësinë e shtimit të përpjekjeve në rritjen e transparencës dhe llogaridhënies së financave të partive politike. Me synimin për luftimin e korrupsionit në prokurimin publik, janë vërejtur hapa për të forcuar transparencën me operacionalizimin e prokurimit elektronik.
Në lidhje me punët e brendshme dhe luftimin e krimit të organizuar, u shkëmbyen pikëpamjet mbi migrimin, azilin dhe riatdhesimin, Menaxhimin e Integruar të Kufirit, si dhe kompletimin e sistemit të adresave dhe regjistrit civil duke përfshirë edhe veriun. Duke u fokusuar në luftimin e krimit të organizuar dhe terrorizmit, BE-ja dhe Kosova u pajtuan për forcimin e mëtejshëm të punës në parandalimin e ekstremizmit të dhunshëm dhe radikalizmit dhe riintegrimit. BE-ja theksoi nevojën për të monitoruar, parandaluar dhe luftuar ekonominë joformale, shpërlarjen e parave, financimin e terrorizmit dhe krimet e tjera financiare. Palët diskutuan nevojën për të forcuar përpjekjet dhe kapacitetet mbi luftimin e krimit, në veçanti krimin kibernetik, narkotikët dhe trafikimin e armëve.
Në lidhje me të drejtat e njeriut dhe liritë themelore, BE-ja dhe Kosova diskutuan nevojën për të çuar përpara zhvillimin dhe zbatimin e politikave dhe alokimin e buxhetit të mjaftueshëm për të drejtat e njeriut. U theksua nevoja për përpjekje reale për të siguruar zbatimin e rekomandimeve nga Avokati i Popullit, duke përfshirë edhe ato nga Kuvendi. BE-ja mbetet e shqetësuar në lidhje me lirinë e shprehjes, dhe theksoi nevojën për financim të qëndrueshëm për transmetuesin publik në pajtim me ligjin dhe standardet më të mira evropiane. Mbi të drejtat e pronësisë, palët diskutuan nevojën për të zbatuar vendimet gjyqësore. Diskutimet u fokusuan më tej në veçanti mbi të drejtat e fëmijëve, personave me aftësi të kufizuara dhe komunitetit LGBTI, si dhe në sistemin e burgjeve. BE-ja gjithashtu prezantoi rregulloren e re për mbrojtjen e të dhënave të BE-së.
Me respektimin dhe mbrojtjen e komuniteteve pakicë, Kosova ra dakord për zbatimin e ligjit për përdorimin e gjuhëve dhe për të zgjidhur çështje të përsëritura të buxhetit të pamjaftueshëm të ndarë për këtë detyrë. BE-ja dhe Kosova diskutuan çështje të sigurisë dhe incidentet që prekin komunitetet jo-shumicë dhe theksuan nevojën për t’u marrë me vendosmëri me incidente të tilla për të rikthyer besimin në mesin e viktimave dhe komunitetet e prekura. Situata me të cilën përballen komunitetet rom, ashkali dhe egjiptian dhe mungesa e progresit në përmirësimin e jetesës së këtyre komuniteteve më në nevojë, mbetet një shqetësim për BE-në.

• Marrëveshja e Stabilizim Asociimit (MSA) është korniza në kuadër të së cilës administrata e BE-së dhe Kosovës diskutojnë rregullisht çështjet teknike dhe politike lidhur me agjendën evropiane. Organet e MSA-së përfshijnë Këshillin e Stabilizim Asociimit, i ndihmuar nga Komiteti i Stabilizim Asociimit, si dhë nën-komitetet e MSA-së, të cilat përfshijnë një gamë të gjerë të EU acquis. Takimet e organeve të MSA-së sigurojnë të dhëna të drejtpërdrejta mbi raportet vjetore të Komisionit Evropian.
