Bruksel, 27 shkurt 2013 – Përfaqësues nga Kosova dhe Komisioni Evropian u takuan në Bruksel të mërkurën për ta vlerësuar progresin e Kosovës në tregti, industri dhe politika për ndërmarrje të vogla dhe të mesme (NVM), dogana dhe tatim. Takimi u fokusua veçanërisht në tregti që është prioritet kyç për Kosovën për ta adresuar në përgatitjet e saj për negociata me Bashkimin Evropian për Marrëveshjen e Stabilizim-Asociimit (MSA).
Në studimin e tij të fizibilitetit të tetorit 2012, Komisioni Evropian identifikoi disa prioritete për t’u adresuar nga Kosova ashtuqë të jetë e gatshme për negociata për MSA. BE-ja do të vendos nëse do t’i nisë këto negociata më vonë gjatë kësaj pranvere. Tregtia është prioritet kyç për MSA-në. Kosova duhet ta ristrukturojë Ministrinë e saj për Tregti, të themelojë një mekanizëm që do t’i udhëheqë dhe bashkërendojë negociatat për tregti dhe të përgatis një analizë të ndikimit të efekteve të mundshme nga Marrëveshja në ekonominë e Kosovës.
Takimi i sotëm ishte pjesë e Procesit të Dialogut për Stabilizim-Asociim të BE-së me Kosovën. Komisioni njohu progresin e arritur për plotësimin e prioriteteve afatshkurta lidhur me tregtinë, duke përfshirë reformat e brendshme në Ministri, emërimet, themelimin e mekanizmit për të udhëhequr dhe bashkërenduar negociatat për tregti, përfshi këtu edhe mekanizmin për konsultime me shoqërinë civile. Ai gjithashtu pranoi prezantimin e versionit më të fundit të analizës së ndikimit të Kosovës.
Diskutimet gjithashtu prekën çështjet e doganave dhe tatimit, duke përfshirë edhe ankesat e papërfunduara të parashtruara kundër vendimeve të shërbimit doganor.
Komisioni Evropian shfrytëzoi mundësinë e dhënë për ta prezantuar Programin e ri të tij për Konkurueshmërinë e Ndërmarrjeve dhe NVM-ve (COSME) me fillim nga viti 2014 e deri më 2020.
Konsiderimi vijues i konkluzioneve operacionale të këtij takimi do të ndihmojë për të përcaktuar progresin e mëtejmë për Kosovën në Procesin e BE-së për Stabilizim-Asociim.
Informata shtesë
Dialogu i PSA-së (Procesi për Stabilizim-Asociim) është kornizë sipas së cilës Komisioni Evropian dhe administrata e Kosovës i diskutojnë rregullisht çështjet teknike dhe të politikave lidhur me agjendën Evropiane. Dialogu i PSA-së monitoron dhe e shoqëron të arriturat e Kosovës në reforma dhe identifikon se si mund BE-ja të asistojnë në këtë proces. Takimet sektoriale dhe plenare të Dialogut PSA bashkë-kryesohen nga Komisioni Evropian dhe qeveria. Çdo takim rezulton me veprime vijuese që duhet të ndërmerren nga autoritetet e Kosovës të dakorduara bashkërisht.
Janë shtatë fusha që mbulohen në takimet sektoriale dhe ato e ndjekin ngushtë formatin e dialogut që ka BE-ja me kandidatë tjerë dhe kandidatë të mundshëm. Shtatë sektorët janë:
– Drejtësia, Liria dhe Siguria
– Inovacioni, Shoqëria Informative, Politikat Sociale, Arsimi dhe Kultura
– Tregtia, Industria, Dogana dhe Tatimi
– Tregu i brendshëm, Konkurrenca, Mbrojta e Konsumatorit dhe Shëndetit
– Bujqësia, Peshkataria, Pylltaria, Siguria e Ushqimit
– Transporti, Mjedisi, Zhvillimi Rajonal
– Çështjet Ekonomike dhe Financiare, Statistikat
Periudha kohore ndërmjet takimeve jep mundësi për zbatimin e rekomandimeve dhe veprimeve pasuese të dakorduara. Takimi plenar, ku do të diskutohen prioritetet e reformave pritet të mbahet në korrik 2013. Konkludimet nga takimet janë publike dhe mund të gjenden në Faqen e Internetit të Zyrës së BE-së dhe në: http://www.mei-ks.net/.
