The Government of Kosovo is set to implement reforms for European Integration.

Prishtina, 28th January 2013 – Minister of European Integration Vlora Çitaku appeared today before the Parliamentary Committee on European Integration with an informing report regarding the Action Plan for the negotiations of the Stabilization and Association Agreement. During this discussion Minister Çitaku presented a comprehensive summary of measures and key actions that will be implemented by the Kosovo institutions in order to start negotiations for Association and Stabilization Agreement.

On this occasion Minister Çitaku stressed that: ‘A large part of the short term criteria were already fulfilled and in this context the Government of the Republic of Kosovo and state institutions are determined to implement  reforms that contribute building and development of  European Kosovo”.

The SAA Action Plan consists of 200 actions of which 47 actions are under the political chapter, 19 in the economic criteria chapter and 133 under the abilities to assume the obligations resulting from SAA.

The report covers only those chapters that were identified as key parts within the Feasibility Study. They are: Rule of Law, respectively Judicial System and the Fight against Corruption, Public Administration, Minority Protection and Trade.

In addition Minister stressed that in relation to the Rule of Law; in the Kosovo Judicial system has been noted a great progress in which case Legal Reform Framework, Law on the Courts, Law on Judicial Council, Law on State Prosecution and Prosecutorial Council were approved by achieving of a substantial progress in reforming and structuring of a new independent, effective and impartial judicial system in compliance with legislation.

In regard to the fight against corruption the Government has established necessary policy and legal framework and established key institutions in order to implement legislation and policies against corruption. Anti-corruption legal framework has been adopted:
Law on the Agency against Corruption, Law on protection of Informants, Law on prevention of Conflict of Interest in Exercising of Public functions, Law on Declaration, Origin and Control of the High Official’s Property and Control of the Gifts for all Official Persons.

In addition Public Administration of Kosovo is characterized by advanced primary and secondary legislation as well as a strategic long term consolidated framework. Three basic laws, Law on Civil Service, Law on the Salaries of the Civil Servants and Law on the State Administration provide the legal basis for the status of civil servants. Key institutions responsible for the management and coordination of the public administration are established and functional. Respect and protection of the Minorities and cultural rights in Kosovo is regulated not only by the Constitution of the Republic of Kosovo but also with international conventions that are being implemented directly in the Republic of Kosovo upon Elimination of all Forms of Discrimination. There is an advanced primary and secondary legislation relation to these guaranteed rights.

In order to strengthen the market economy the Ministry of Trade and Industry has continued to contribute actively on the development of the necessary pre conditions for trade. Existing liberal trade regime of Kosovo based on the legislation in force for an open economy offers a good basis for the functioning of the market in line with EU standards.
