Political priorities for the implementation of the SAA – European Reform Agenda (ERA)

To prioritize the implementation of key reforms required by the Stabilization and Association Agreement, the Republic of Kosovo and the European Union first launched the European Reform Agenda (ERA) in November 2016, as the official framework for key top-level reforms.

Senior policy to implement the obligations of the SAA. The ERA contained 22 priorities and an action plan for their implementation, approved by the Government of the Republic of Kosovo on November 9, 2016 and the Assembly of the Republic of Kosovo on February 15, 2017.

The purpose of the ERA is to prioritize key policy reforms , economic, rule of law and structural ones, to create more favorable conditions for the implementation of reforms in other areas of the SAA, but also to achieve more tangible results for citizens and the private sector in terms of socio-development -economic.

Following the first phase, the second phase of political priorities (ERA II) was launched on 8 October 2020, jointly by the Prime Minister and the EU Commissioner for Enlargement Negotiations.

An Action Plan for its implementation was subsequently drafted (PV ERA II). PV ERA II was approved by the Government on 11 August 2021 and by the Assembly on 4 October 2021.

To implement the 15 priorities set out in ERA II, the Action Plan envisages 341 concrete reforms (or indicators), distributed as follows:

· Pillar I: Good governance and rule of law – 4 priorities and 153 indicators;

· Pillar II: Competitiveness, investment climate and sustainable development – 6 priorities and 121 indicators; and

· Pillar III: Employment, education and health – 5 priorities and 67 indicators.
