In the government cabinet meeting, the Minister of European Integration, Mr. Bekim Çollaku, proposed the approval of this Draft-law and explained the political, legal and economical importance of the Stabilisation and Association Agreement.
In the political point of view, the SAA has advanced our relations with the EU to contractual relation with rights and obligations for both signatory parties.
“The SAA is a strong foundation of the formal process of EU membership. With the signing of the SAA, Kosovo commenced its official journey toward EU membership”, stated minister Çollaku
In the legal point of view, Minister Çollaku emphasised that the SAA between Kosovo and the European Union has the same legal grounds of SAA with countries of the region. “SAA is negotiated pursuant to Article 218 of the Treaty on the Functioning of the European Union. This legal foundation determines that the European Union can conclude international agreements with third countries”, stated the Minister.
In the economic point of view, it was stated that the SAA shall have a range of positive effects.
“Initially, it must be emphasised that within 10 years, the SAA aims to establish a free trade area between Kosovo and the EU. Upon the entry into force of the SAA, in one side shall be enabled the complete access of Kosovo products into EU markets, and the gradual liberalization of Kosovo’s market for EU products on the other side. The liberalization of the market between Kosovo and the EU shall directly impact our economy’s growth of competitiveness which will provide qualitative services, better products and cheaper prices for the citizens”, stated among others minister Çollaku before the government cabinet.
