Two important draft-laws for the integration process are approved by the Assembly

Prishtina, 18 October 2018 – Minister of European Integration, Dhurata Hoxha, has submitted for approval by the Assembly of the Republic of Kosovo the Draft Law on the Ratification of the Amendment and Supplementation no. 1 of the Financial Agreement for IPA 2015 between Kosovo and the EU, and the Review of the Draft-law no.06/L-078 on Ratification of the “Bilateral Agreement between the Government of the Republic of Kosovo and the Government of the Grand Duchy of Luxembourg relative to the development cooperation project, KSV/019: technical assistance in the context of European integration” (2018-2022).

Following the presentation of overviews by Minister Hoxha and after the debate, the two draft laws were adopted.

The financial agreement for IPA 2015, which entered into force in 2016, as emphasized by Minister Hoxha, needed to be amended-supplemented in order to modify one of the manners of implementing projects. It refers to the field of internal affairs, whereby the project supports this area. This is done with a view to enabling a more successful implementation, as identified by the EU Office in Kosovo as a contracting authority. All other provisions of this agreement have remained as they have been.

Whereas in the Overview on the Review of the Draft Law No.06/L-078 on Ratification of the “Bilateral Agreement between the Government of the Republic of Kosovo and the Government of the Grand Duchy of Luxembourg relative to the development cooperation project, KSV/019: technical assistance in the context of European integration” (2018-2022), Minister Hoxha stated the purpose of the bilateral agreement which contributes to the integration process.

”The agreement will support capacities to approximate our legislation to that of the EU and implement obligations arising from the Stabilization and Association process in the following 9 priority areas: free movement of goods, right of establishment and free movement of services, public procurement, company law, intellectual property, competition policies, food safety, judiciary and fundamental rights, justice, freedom, and security and public administration”, stated Minister Hoxha, while adding that the grant has a value of EUR 2 million over 4 years, and includes training programs, external expertise assistance, policy analysis and exchange of experiences, whereby the Ministry of Integration participates with a co-funding amounting to EUR 100,000. – See more at: https://mei-ks.net/en/lajmet-mei/two-important-draft-laws-for-the-integration-process-are-approved-by-the-assembly#sthash.4hE4UjxP.dpuf
