Aim and program of the training

Harmonization of the National Legal Framework with EU legislation is expected to have economic and social costs for Kosovo, so before transposition, an analysis of expected impacts is needed. In this regard, the Government Coordination Secretariat, with financial support from the Luxembourg Government under the Human Capacity Development Facility for European integration managed by the Ministry for European Integration of Republic of Kosovo, has organized three trainings/workshops with the aim of inclusion of Tool 15 – Policy Analysis for transposing the EU Acquis into three concept documents. This tool is part of the Guidelines and Manual for developing Concept Documents.

Benefits / lessons learned for institutions

The first training was organized in Skopje from 18 – 20 November 2019, attended by the working group responsible for drafting the Concept Document on Public Procurement. During these three days, the working group has realized the importance of implementing Tool 15 in policy development. After analysing the relevant EU directives and their supporting analyses, they have incorporated the findings into the draft Concept Document.
