Qëllimi dhe programi i trajnimit
Harmonizimi i kornizës vendore ligjore me legjislacionin e BE-së pritet të ketë kosto ekonomike e shoqërore për Kosovën, andaj është e nevojshme që para transpozimit të kryhet analiza për ndikimet e pritshme. Në këtë drejtim, Sekretariati Koordniues i Qeverisë me mbështetjen dhe përkrahjen financiare nga projekti mbështetës i Qeverisë së Luksemburgut në kuadër të Mekanizmit për Zhvillimin e Kapaciteteve Njerëzore për integrim evropian që menaxhohet nga Ministria e Integrimit Evropian ka organizuar tri trajnime/punëtori me qëllim të përfshirjes së Mjetit 15 – Analiza e politikave për transpozimin e Acquis të BE-së në tri koncept dokumente. Ky mjet është pjesë e Udhëzuesit dhe Doracakut për Hartimin e Koncept Dokumenteve.
Përftimet/mësimet e nxjerra për institucionet
Trajnimi i parë u organizua në Shkup nga data 18 – 20 nëntor 2019, ku pjesëmarrës ishin grupi punues përgjegjës për hartimin e Koncept Dokumentit për Prokurim Publik. Gjatë këtyre tri ditëve, grupi punues ka arritur të kuptojë rëndësinë e zbatimit të Mjetit 15 në zhvillimin e politikave. Ata pasi kanë analizuar direktivat relevante të BE-së dhe analizat e tyre mbështetëse, të gjeturat i kanë përfshirë në draftin e Koncept Dokumentit.
