The progress in the field of Environment, Transport and Energy

Prishtina, 24 April 2014 – The Ministry of Environment and Spatial Planning in collaboration with the Ministry of European Integration organized a meeting of the Executive Committee, ‘Infrastructure ‘ which includes the following fields:

1 . Transport;
2 . Environment;
3 . Energy; and
4 . Regional Development.

During the meeting, the Ministry of European Integration introduced the draft contribution to the Progress Report 2014. Participants agreed on the progress achieved in the fields as follows:

Transport – it was confirmed the progress achieved in the field of primary and secondary legislation. Regarding institutional development, progress is made in terms of professional capacity building, and regional cooperation through participation in various regional and European meetings.

Moreover, the progress is confirmed in the field of road transport, namely the completion of Morine-Merdare motorway (R7) as well winning economic operator for construction of highway Prishtina – Hani i Elezit (R6) is announced. Also, in the field of civil aviation, among others, a positive development is confirmed, that of opening of Kosovo upper airspace.

Environment – it was confirmed the substantial progress regarding the adoption of primary and secondary legislation and the advancement of the Strategic Papers framework. In addition to adopting strategies at national level, there has been progress in terms of approval of Municipal Development Plans. Also, it is confirmed progress in terms of professional capacity building and further advancement of European cooperation through the publication of environmental data in different European agencies. Moreover, the successful measures carried out by inspectors of MESP were positively evaluated.

Energy – it was confirmed the progress achieved in the field of secondary legislation and strategic policy development. Regarding institutional development, progress is made in terms of professional capacity building and regional cooperation through signing of the agreement for energy. Moreover, ENTSO-E has issued the code type Y for Kosovo. Among others, it is positively evaluated the beginning of the process of decommissioning upon a new decision by the government and progress is made to the cogeneration project (Termokos-Kosova B) .

Regional Development – it was confirmed the progress achieved through signing of the agreement on Cross Border Corporation Programme (CBC) 2012 – 2013. Moreover, there has been progress in terms of cross-border cooperation program with Macedonia. Also, it is positively evaluated the preparation of  3 programmes for multi-year cross-border cooperation for 2014-2020 (IPA II).

The contribution to the Progress Report will be formally submitted to the European Commission on 2 May 2014. This will constitute the first contribution of institutions for 2014, meanwhile the second and final contribution will be submitted on 1 September 2014.
