Minister Hoxha reports to the Committee for European Integration: Implementation of the SAA must be more dynamic

Prishtina, 16 April 2019 – Minister of European Integration, Dhurata Hoxha, reported today to the Parliamentary Committee for European Integration, headed by Committee President Blerta Deliu-Kodra, stating that after the entry into force of the SAA on 1 April 2016, the National Programme for Implementation of the Stabilization and Association Agreement (NPISAA) 2019-2023 is the fourth program for the implementation of the SAA agreed between the European Union and the institutions of the Republic of Kosovo.

“The Government, following a comprehensive consultative process on 19 March 2019, adopted the NPISAA 2019-2023 based on the Copenhagen Criteria structure divided into 3 criteria blocks: political criteria, economic criteria and European standards criteria, including the approximation of Kosovo’s legislation with that of the EU”, said Minister Hoxha and added that special attention was paid to three aspects: closer cooperation with institutions in line with the reforms proposed in the Programme, sustainable and realistic planning and budget cost.

According to the plan, the implementation of 70% of reforms, at least 280 short-term measures, where institutional reforms are also included in this Programme, has been foreseen for 2019. The cost of implementing the NPISAA 2019-2023 for this year is around EUR 94.4 million, out of which about EUR 81.8 million from the state budget and about EUR 12.6 million from donor support (EU and bilateral donors) and therefore there is no budget gap.

The Assembly and the Parliamentary Committee for European Integration are the main pillars in terms of pushing forward the legislative agenda, as well as that of the Coordinator for monitoring the fulfilment of the obligations assumed by the Assembly. The Assembly will also influence Stabilization and Association structures within the Stabilization and Association Parliamentary Committee, emphasized the Minister adding that the first quarterly report on the implementation of NPISAA 2019-2023 is planned to be published at the beginning of May 2019, while the monitoring the implementation of the NPISAA is done through the online platform.

Minister Hoxha also responded to the questions of members of the Parliamentary Committee for Integration on SAA, reforms planned and lobbying on visa liberalization.
