Prishtina, 19 June 2018 – Minister of European Integration, Dhurata Hoxha, in the interview during the interpellation, stressed that the Government has also made very important steps in consolidating the planning and implementation of the national policies for the SAA implementation, where the focus has been on the planning and implementation of two national documents for the SAA implementation: European Reform Agenda (ERA) and the National Programme for the Implementation of SAA.
“The ERA Action Plan foresees the implementation by the end of this year of about 130 strategic reforms of the highest political importance for meeting the SAA obligations. Following the fulfilment of these priorities, on 10 November 2017, the Government approved the document ‘Key priorities of the European agenda for 2018’, which foresees its implementation by the end of 2018. The implementation of ERA priorities has been accelerated by taking the office of the new Government” said Minister Hoxha.
Regarding good governance and the rule of law, said Minister Hoxha, we have prepared and will soon adopt the package of framework laws that will create effective, meritocratic public administration and serving the citizens.
Regarding the NPISAA, the Ministry of Integration, on regular basis, drafts quarterly reports on its implementation and forwards same reports to the Government seeking the attention of all institutions in accelerating reforms to implement the measures specified in the NPISAA, emphasized Minister Hoxha, as well as compiles the annual report on the implementation of the NPISAA short-term measures. In terms of content, Minister Hoxha noted that the reports provide a quantitative overview of the implementation of the measures during the reporting period at the level of the Program as a whole, of each block and each chapter, providing a qualitative assessment of the situation in each chapter, summarizing key implementation challenges and possible challenges during the remainder of the year, highlighting issues that require special attention at a high political level, as well as the minister emphasized the goals of the degree of implementation from 60% in 2018.
“With particular emphasis, we need to focus on strengthening the implementation of laws, implementation of public administration reform, promotion of employment and education policies, continuation of the fight against organized crime and corruption, said Minister Hoxha.
I have, several times, insisted on creating a national consensus on the reforms and processes that are part of our path towards integration, especially the measures that are part of the NPISAA, stressed Minister Hoxha, thus, no draft law, reform or any other process should be stalled because of lack of political and party reconciliations.
“Implementation of the SAA is not a party agenda but a state agenda, it is not something that only the Government should engage, but all the institutions should be involved and of course the support of the opposition is needed, especially when it comes to legislative measures”, stressed Minister Hoxha, thus making available to MPs all the reports available to the ministry in order to work together to address the challenges in this process which is so important to this country.
