Prishtina, 19 March 2019 – At the regular meeting of the Government, the Minister of European Integration, Dhurata Hoxha, required the approval of the National Programme for Implementation of Stabilization and Association Agreement (NPISAA) 2019-2023, a proposal that was approved by the governmental Cabinet.
Minister Hoxha, with an exposition, presented the National Programme for Implementation of SAA 2019-2023, as the main national strategic document for the implementation of the European agenda.
“These reforms cover the areas of political, economic and acquis criteria, within the chapters in three blocks, with short-term legislative and implementing measures, and medium-term priority objectives. They focus on the approximation of national legislation with that of the EU and its implementation through policy and institutional reforms”, stated Minister Hoxha, adding that the Programme contains about 390 measures, of which about 160 are legislative measures and around 230 are implementing measures.
The total cost of implementation of the Programme for this year, according to Minister Hoxha, is estimated at about EUR 94.4 million, of which EUR 81.8 million are from the state budget and about EUR 12.6 million from donor support (EU and bilateral donors).
The Programme is designed under the coordination of MEI, and with the involvement of all relevant institutions, according to the same process and methodology used in its previous revision. After the approval by the Assembly, the Programme will be sent to the European Commission for official comments.
During this year, it is expected for the NPISAA to be implemented at least 70%.
