Request of Minister Hoxha for complementing the legislative program with three important draft-laws to the integration process is approved

Prishtina, 9 March 2018– At the Government meeting, Minister of European Integration, Dhurata Hoxha, presented for approval the request for amending and supplementing the 2018 Legislative Program of the Government of the Republic of Kosovo, with a financial impact amounting to EUR 78.450.000, the draft-laws are as follows:


“Draft-Law on Ratification of the Financial Agreement for IPA 2017, Part One between Kosovo and the European Union; Draft-Law on Ratification of the Agreement between Kosovo and the EU for the Program ‘Europe for Citizens’; and the Draft-Law on the Ratification of the Agreement between Kosovo and Luxembourg, “Technical Assistance related to European Integration”.


Minister Hoxha stressed that these draft-laws ratify the international agreements, two of which derive from the Framework Agreement between the EU and Kosovo, and one from General Bilateral Agreement signed between Luxembourg and Kosovo, as well as its Memorandum of Understanding.


This request is based on the commitment of the Republic of Kosovo to develop a European partnership that will contribute to the European Integration of the Republic of Kosovo and benefit from the EU programs, added Minister Hoxha. Draft-law on the ratification of the IPA 2017 Financing Agreement, Part One between Kosovo and the EU, enables the implementation of programs in the amount of 49,450,000, of which 48 million are from the EU, the rest co-financing by the Government of Kosovo, whereas the Agreement with Luxembourg amounts to EUR 30 million for the priority sectors.


“The Agreement between Kosovo and the EU for the Program “Europe for Citizens” enables Kosovo’s participation in this Program worth EUR 185 million, established in 2014. This Program aims to contribute to citizens’ understanding of the EU, its history and diversity, to foster European citizenship and to improve conditions for civic and democratic participation at EU level, to raise awareness of remembrance, common history and values and to encourage democratic participation of citizens at EU level”, stressed Minister Hoxha.


Whereas, the Draft-Law on the Ratification of the Agreement between Kosovo and Luxembourg, added Minister Hoxha, enables the establishment of a training mechanism and technical assistance to the empowerment of human resources of the Kosovo administration and addresses the key topics of the integration process so as to be communicated effectively as part of the joint efforts with the Ministry of European Integration and donors.


These Draft-laws are of special importance for Kosovo as they directly affect the improvement of the well-being of citizens and at the same time the European integration process, stated Minister Hoxha.
