Minister Hoxha demanded the accomplishment of the committed percentage of SAA national plan

Prishtina, 24 September 2018 – During the regular meeting of the Working Committee for European Integration, which was attended by members of this Committee, the Minister of European Integration, Dhurata Hoxha asked for more engagement from all institutions in successfully concluding the implementation of remaining criteria under the European Reform Agenda and measures foreseen under the SAA.

This working group has identified several issues deriving from the obligations of the National Plan for Implementation of the SAA (NPISAA) and for which a lot of work has to be done, emphasised Minister Hoxha.

“NPISAA implantation is poor, the plan has not been accomplished. The findings of the report are concerning. We have committed to reach at least a 60% implementation level of NPISAA for this year. Such non-realization of the plan will directly affect the budget support to the Public Administration Reform”, stated Minister Hoxha.

Only 12, 78% of all planned measures have been implemented by the end of June, whereas with regard to implementation of legislative reforms, the findings indicate that we have reached only a 18.6% implementation level, since only 26 out of 144 planned legislative measures have been implemented, pointed out Minister Hoxha.

“With regard to implementation of other reforms, the findings show that we have reached an implementation level of 10.82%, as only 42 out of 388 planned implementation measures have been implemented” stated Minister Hoxha, adding that the Ministry of European Integration has sent informational letters with regard to measures each institution is obliged to fulfil under the SAA program, and yet the outcome is quite poor.

“The Working Committee is of a technical character, and after this meeting we shall reconvene the Ministerial Council, whereby together with the Prime Minister will ask the ministers to report on where we stand in the implementation of the program”, emphasised Minster Hoxha.

The Minister urged all members of the Working Committee on European Integration to focus in the measures for improving the implementation of the SAA program, and achieve the 60% commitment, although there are a few months left until the end of the year.

The Minister also introduced GIZ’s expert, Mr. Aleksandar Pejovic, who brings his expertise and experiences of Montenegro into the integration processes and the SAA, inviting the participants to benefit from his experience and other countries’ good practices.

Members of the Working Committee on European Integration referred to the commitment and the implementation percentage for the National SAA Plan for each ministry and independent agency, expressing challenges faced in the process, but also committing that the implementation percentage will be achieved.
