Discussion on reforms in the fields of internal market and competition

Prishtina, 23 April 2013 – Under the organization of the Ministry of European Integration (MEI) and Ministry of Trade and Industry (MTI) was held the meeting of the Executive Committee for European Integration in the field of internal market, competition, consumer protection and health.

The meeting was organised as a follow up action of the meeting of Dialogue of the Stabilisation and Association Process, held on 16 of April, with European Commission to review the next steps toward addressing of the key challenges of the sectors.

In the field of internal market, institutions agreed on taking of next steps towards the adoption of the bylaws of the Law on Market Inspection, Market Surveillance and Law on General Safety of Products. In addition, the MTI will soon finalize authorization of the inspection body on lifts and their safety components.

For the purpose of market liberalization and ensuring free movement of services, the Ministry of Trade and Industry will start harmonizing the national legislation with EC Directive 2006/123/ on the services of internal market.

Regarding the public procurement, it is soon expected the approval of the centralised list of joint procurement and the appointment of the Director of Central Procurement Agency.

In the field of intellectual property, by the mid of this year will be finalised the Law on Geographical Indicators and nominations as well as Administrative Instruction for representation in the field of intellectual property rights.

For the purpose of the easier access of the public, up to the end of this year will be functionalised portal/data base for patents

Creation of the fair conditions for competition is a basis for the effective market functioning. In this direction, in order to consolidate the legal bases, by the end of this year will be approved the amendment and supplementation of the Law on competition. At the same time the Competition Authority will further strengthen human capacities in the field of state assistance through recruitment of five officials.

Participants agreed that it is essential to functionalise the Office and Commission on State assistance as soon as possible.

General Information:

Executive Commissions are intergovernmental bodies that serve as forums of experts to ensure inter-institutional coordination within the foreseen reforms by the European agenda. There is a total of seven Executive Committees:

– Justice, Freedom and Security;
– Innovation, Information Society, Social policies, Education and Culture;
– Trade, Industry, Customs and Taxation;
– Internal market, Competition, Consumer Protection and Health;
– Agriculture, Fishery, Forestry, Food Safety;
– Transportation, Environment, Regional Development;
– Economic and Financial Issues, Statistics.
