Clarification for the public

The Ministry of European Integration denies the news published on 8.8.2019 by “;Koha.net”; entitled “;Civil society: Unlawful decisions of the outgoing Minister Dhurata Hoxha endanger the future of the youth”;.

We would like to inform the public opinion that the Ministry of European Integration (MEI) conducts job vacancies in compliance with the applicable legislation that regulates the procedures of employment of the civil servants based on the personnel plan adopted by the Ministry of Public Administration (MPA) and Ministry of Finance (MoF). In this regard, it is necessary to clarify that announcing a vacancy for civil servants is not within the Minister’s competences.

Furthermore, we would like to clarify for the public that within the agreement with the European Union on the Young Cell Scheme (YCS) for this year, and based on the personnel plan adopted by MPA and MoF, MEI has reserved 7 vacant positions, as done consistently, for the graduates of this scheme. The same commitment of the Ministry of European Integration has also been regularly transmitted to European Union Office in Kosovo.

As a result of the continued engagement of the Minister Hoxha, for 2018, the accommodation of the graduated by YCS has increased by 100% in line with the EU agreement.

We aim for this year as well to achieve the same goal, i.e. all the graduates by YCS, upon their return to Kosovo, will be able to be employed in public institutions.

In this context, we recall that the purpose of the YCS program is capacity building for civil service in public institutions. In this regard, MEI has addressed to all public institutions through a written request, requesting to prioritize, within the vacancy for civil servants, the employment of newly graduates by the YCS program.

Minister Hoxha, respectively Ministry of European Integration, remains committed to implementing the agreement on YCS program as one of the most successful programs in reforming public administration and building capacities of the civil service.
