Stabilization-Association Council
The EU-Kosovo Stabilization-Association Council (CSA) is the highest joint institutional structure between the European Union (EU) and the Republic of Kosovo. It is responsible for supervising the implementation of the Stabilization and Association Agreement (SAA). CSA also examines any key issues within the framework of the agreement and any other issues of common interest to the EU and Kosovo as parties to the contractual relationship.
CSA was established and functions according to articles 126 – 128 of the SAA. Based on these provisions, the CSA performs this function through decisions within the scope of the SAA. Its decisions are binding for both parties in contractual relations, the EU and Kosovo. It may also issue recommendations within the scope of the agreement.
The CSA consists of representatives of the EU and Kosovo who are high-level political decision-makers, while it is expressly provided that the European Investment Bank is its observer member. KSA holds regular meetings and may also hold extraordinary meetings. The SAA provides that the KSA is supported and assisted in the performance of its functions by the structures of the lowest hierarchical level, namely the Stabilization-Association Committee and subcommittees and special groups.
