‘Progress in transport, environment and energy sector’

The purpose of the meeting was to discuss the findings in the Progress Report 2013 and the actions taken by the line ministries  in terms of implementation of challenges that derive from the Progress Report.
In this context, it has been appreciated the progress  in energy sector in terms of approximation of primary and secondary legislation with the EU acquis. Especially, further implementation of the legal acts in the field of electricity, oil, nuclear safety and radiation protection was deemed positively. It is also urged that special emphasis shall be given to the provision of electricity supply and Kosovo A Decommission process.

Also, approximation with the EU acquis regarding transport sector is deemed positively. However, it is requested that Law on the Agency for Air Navigation Services as well the adoption of sectoral strategies to be accelerated and to be adopted as soon as possible. Among other things, it is sought to increase efforts of responsible institutions in improving road safety, regulatory enforcement and special attention in terms of increasing investment in the railway sector.

Regarding the environment, it is considered that the legislative developments in the field of environment and climate change have been positive, but remain limited in relation to the requirements of the EU acquis.  It was concluded that the current priority remains the promotion and approximation of the legal framework with the EU acquis and the adoption of strategies in the environmental sector. Among others, it has been urged to strengthen further the administrative capacity to implement legislation at both the local and central level. Also, the general estimation was to intensify efforts in the context of creating an efficient financial mechanism which would ensure investment in environmental projects

Regarding regional development, is deemed positively the progress in this sector including linking of cross-municipal economic priorities and improving cooperation between the municipal level and central level. It is also rated as extremely important the continuation of EU assistance towards regional economic development and cooperation
