Minister Hoxha requires more work from institutions for the implementation of SAA

Prishtina, 7 August 2018 – At the Government meeting, chaired by Prime Minister Haradinaj, Minister of European Integration, Dhurata Hoxha presented the current state of implementation of the National Program for the Implementation of the SAA during the first part of the year based on the findings of the report drafted by the Ministry of Integration, in cooperation with all responsible institutions.

 

Based on the findings of this report, during the second quarter, Minister Hoxha said, a total implementation rate of 24.33% has been achieved, as 18 of the 74 measures scheduled for this quarter have been implemented, while the remaining part of 56 measures, or 76.67%, have not yet been implemented. In addition, 27 measures have been implemented ahead of schedule. By the end of the second quarter, a total of 68 measures have been implemented, which make up 12.78% of all scheduled measures.

 

“The program for this year contains 532 short-term measures, of which 144, or 27%, are legislative measures, while 388 measures, or about 73% of them, are implementing measures, “said Minister Hoxha.

 

Minister Hoxha pointed out on which reforms, which require attention, to focus in the remainder of the year; such as adoption of laws, policy and strategies, institutional reforms and capacity building, by responsible sectors and institutions. Also, Minister Hoxha has submitted for adoption the Draft Law on the ratification of the “Amendment and Supplementation no. 1 of the Financial Agreement for IPA 2015 between Kosovo and the EU “, signed on 13.7.2018. The draft law was approved by the Government and will be submitted to the Assembly for adoption.

 

“The financial agreement for IPA 2015 has been changed by the twinning contract as foreseen in the original agreement with a grant, a government department, a public body or relevant authorized body of a government department or public authority of an EU member state (or in partnership, including a consortium of member states). This is done in order to enable the most successful implementation of the project in this form, as identified by the EU Office in Kosovo as a contracting authority. All other provisions of this agreement remain unchanged, “said Minister Hoxha.

 

Ratification of this draft law, said Minister Hoxha, will enable the entry into force of the agreement and implementation of the project, with a changed modality.
