Minister Hoxha: Luxembourg supports a project that is quite important for capacity building

Prishtina, 3 July 2018 – Today, the Minister of European Integration, Dhurata Hoxha, with the request of the Parliamentary Commission for European Integration, informed the Commission regarding the Luxembourg technical assistance project, a project that is in the light of the Project for Development Cooperation and Technical Assistance in the Context of European Integration.

 

The integration process is quite complex and requires reforms in many sectors, said Minister Hoxha. Therefore, institutional capacities are among the key factors for this matter.

 

“The Ministry of Integration in cooperation with our institutions and partners including the EU Office has identified a number of priority fields of the SAA, the so-called Acquis chapters, where it will contribute in capacity building. The goal is the effective implementation of the SAA in particular and the integration agenda”, said Minister Hoxha.

 

Also, Minister Hoxha asked to support the Ministers and the Commission because the assistance for the civil service should also be coordinated with the assistance to the political level for implementation of the SAA.

 

The Minister emphasized that after the negotiation, on 7 March of this year we have signed cooperation agreements in the context of European integration with the Government of Luxembourg for providing support to Kosovo institutions in capacity building for implementation of SAA in some priority areas and support for effective communication of the SAA process. Assistance is provided for the training, training of the trainers, ad-hoc needs for expertise and specific policies, and comprehensive EU policy research in order to provide assistance in formulating national policies and for approximating the legislation.

 

Priority areas are based on the SAA priorities and include 10 policy areas out of which 9 Acquis chapters and a horizontal topic, said the Minister, by adding that the project is planned to be implemented for 4 years, the amount of support is 2.1 million euros from which Luxembourg provides a grant of 2 million euros and MEI is co-financing with the amount of 100,000 euros.

 

The project will be managed by the Joint Steering Committee (MEI, Luxembourg) and will be implemented by the Ministry of Integration.

 

The 1.5 million euro capacity building project is being negotiated with the Government of Norway regarding 9 new chapters.

 

The Minister also responded to the questions of the members of the Commission, by providing exhaustive answers on the issues related to the integration process.
