The Action Plan for the Stabilisation and Association Agreement presents the strategic key document of the on its way towards membership in EU. In this role, the Action Plan for the Stabilization and Association Agreement replaces the Action Plan for the European Partnership(EPAP)and is build upon the experience and institutional mechanisms established over the years.
Action Plan for the Stabilization and Association Agreement consists of 200 actions, implementation of which will contribute to the achievement of two key objectives: (1) the fulfilment of short-term criteria for the beginning of negotiations for a Stabilization and Association Agreement; and (2) implementation of mid-term liabilities that will be taken over by Stabilization and Association Agreement.
Action Plan for the Stabilization and Association Agreement is divided into two main parts: (1) narrative part; and (2) table of actions.
The narrative part of the Action Plan for the Stabilization and Association Agreement consists of three parts: (1) Political Criteria; (2) Economic Criteria; and (3) Ability to assume the obligations arising from Stabilization and Association Agreement.
On the other hand, the table of actions clearly identifies objectives that need to be fulfilled, measures that need to be implemented, responsible institutions, deadline of implementation and financial cost.
The process of preparation of the Action Plan for Stabilization and Association Agreement started in October 2012 and has been finalised in less than three (3) months. The Action Plan covers more than 30 different fields of governing, consisting of 200 actions most of which are programmed for implementation during 2013.
During the preparation of the Action Plan for the Stabilization and Association Agreement, under coordination of the Ministry of European Integrations, have been provided data from all state institutions. In close cooperation with Prime Minister’s Office and Ministry of Finance the Action Plan for the Stabilization and Association Agreement has been harmonised with 2013 Budget Law, The Government Annual Work Plan for 2013, and Government Legislative Strategy for the year 2013.
Following today’s approval by the Government of Kosovo, The Action Plan of SAA will be submitted for comments to the European Commission.
Monitoring of the implementation of the Action Plan for the SAA will be done by electronic monitoring and reporting system that was developed jointly by the Government and the European Commission.
Considering the importance of this document, the Action Plan for the SAA will be delivered to the Assembly of the Republic of Kosovo for information.
