Single Market

The Single Market Programme is an EU funding programme designed to help the internal market reach its full potential and ensure Europe’s recovery from the COVID-19 pandemic. It provides a more coherent and flexible financial framework to support key objectives such as food safety, consumer protection, support for small and medium-sized enterprises (SMEs), a more effective internal market, higher-quality statistics, and more effective European standards.

As a result, this programme offers a wide range of benefits for various entities, including central institutions, chambers of commerce, consumer organizations, educational institutions, farmers’ associations, agricultural associations, fisheries associations, NGOs, producers, research centres, and small, medium, and large enterprises (both private and public), as well as training centres.

The Agreement on the participation of the Republic of Kosovo in this programme entered into force in June 2024. Kosovo is represented in this programme by the Ministry of Industry, Entrepreneurship and Trade, specifically by the Kosovo Investment and Enterprise Support Agency (KIESA) as the implementing body through the national contact point.

Erasmus+

Erasmus+ is the EU’s flagship programme for education and training, youth and sport, aimed at improving education opportunities and fostering international cooperation. The programme supports a wide range of activities, including student and staff mobility, exchanges, and collaborative projects that promote innovation and excellence. Erasmus+ covers higher education, vocational education and training (VET), adult education, as well as youth and sport projects. It offers benefits such as skills development, promotion of intercultural understanding, and improved competencies for success in a globalized world.

Key beneficiaries include students, professors, academic institutions, youth organisations, and sports entities, who benefit from mobility opportunities, professional development, and networking at European and international levels.

Mobility includes study periods, internships, training, and teaching activities that enhance participants’ skills and knowledge.

In Kosovo, Erasmus+ is coordinated by the Erasmus+ Office in Kosovo, which operates independently and in close cooperation with the Ministry of Education and Science.

Creative Europe

Creative Europe is the European Union programme supporting the cultural and creative sectors. It aims to promote cultural diversity, competitiveness, and innovation by supporting artistic mobility, professional development, and intercultural cooperation across Europe. The programme seeks to strengthen the capacity of cultural and creative sectors to operate, collaborate, and promote culture internationally. It also aims to increase the cross-border circulation of cultural and creative works, reach new audiences, and support transnational policy cooperation in order to foster policies on development, innovation, audience building, and new business models.

Creative Europe consists of three strands:
– Culture
– Cross-sectoral strand
– Media

Kosovo has participated in the programme since 2018, with limited access to the Culture and Cross-sectoral strands, excluding the MEDIA strand due to the lack of alignment of the AVMS Directive with national law on Independent Media Commission.  

The Creative Europe Programme, through its Culture sub-programme, supports a wide range of sectors such as architecture, cultural heritage, design, literature and publishing, music, and performing arts. This component encourages cooperation and exchanges between cultural organizations and artists within and outside Europe, aiming to foster artistic creation and innovation, promote and distribute European content, create cross-border opportunities for artists, and support the digital and environmental transition of the cultural and creative sectors in Europe.

The objective of the cross-sectoral component is to strengthen cooperation among different cultural and creative sectors by helping them address common challenges and develop innovative solutions through the promotion of international cooperation, the encouragement of new approaches to content creation and distribution, support for media adaptation to technological changes, and the strengthening of the Creative Europe Desks network. 

The Creative Europe Desk in Kosovo operates within the Ministry of Culture and Tourism and consists of a team responsible for coordinating, promoting, and supporting potential participants in the programme, providing information and practical guidance to prospective applicants, as well as assistance during project development.

Citizens, Equality, Rights and Values (CERV)

CERV was launched in 2021 and will run until 2027. It is structured around four pillars:

  1. Equality, Rights and Gender Equality – where human rights, non-discrimination, equality, and the advancement of gender mainstreaming and anti-discriminatory principles are promoted.
  2. Citizens’ engagement and participation – where citizens’ participation in democratic life is promoted.
  3. Daphne – combatting violence, including gender-based violence and violence against children.
  4. Union values – where the protection and promotion of EU values is encouraged.

Eligible beneficiaries include NGOs, private companies, public institutions, research institutions, international organisations, universities, and European networks. With the entry into force of the participation agreement in June 2024, CERV is one of the newest programmes in which the Republic of Kosovo takes part. Kosovo is represented in this programme by the Office of the Prime Minister, specifically the Development Cooperation Office, which acts as the implementing body through the National Contact Point. This team is responsible for coordinating, promoting, and supporting potential participants in the programme by providing information and practical guidance to prospective applicants, as well as assistance during project development.

Horizon Europe

Horizon Europe is a key and one of the largest EU programmes dedicated to research and innovation. This programme supports scientific cooperation and promotes research- and innovation-oriented policies. Similar to other programmes, Horizon Europe focuses on the development, support, and implementation of EU policies while also addressing global challenges. In the 2021–2027 financial cycle, Horizon Europe continues to support the generation and better dissemination of knowledge and technologies, places particular emphasis on citizen engagement in scientific developments, and addresses the positive impacts of research and innovation, such as advancements in the health and environment sectors. To achieve this, the programme is structured around specific missions and targets to be reached by 2027.

The main beneficiaries include researchers, universities, research institutions, and private companies with the potential to develop technological innovations. Horizon Europe in Kosovo is coordinated by the Ministry of Education and Science, where relevant public officials oversee the implementation of the programme and its promotional activities.

Fiscalis

The overall objective of this programme is to improve the proper functioning of taxation systems in the internal market by strengthening cooperation among participating countries, their tax authorities, and officials. The EU Fiscalis Programme aims to support the modernization and harmonization of the tax systems of participating countries, enhancing the efficiency of tax administrations and strengthening cooperation between them.

These objectives are achieved through the exchange of information, support for administrative cooperation, and, where necessary and appropriate, the strengthening of the administrative capacity of participating countries, with the aim of reducing administrative burdens for tax authorities and compliance costs for taxpayers. Kosovo joined the programme in 2022, with the Tax Administration of Kosovo (TAK) managing its participation.

Customs

The “Customs” Programme is a cooperation programme that has enabled national customs administrations to exchange information and expertise in the customs field. Kosovo will continue to participate in the Customs Programme for the 2021–2027 period and, for this purpose, has signed an agreement with the EU.

The overall objective of this programme is to support the functioning and modernization of customs in the common customs market by increasing and strengthening cooperation between participating countries, customs administrations, and their officials. The programme aims to protect financial and economic interests, enhance security, safeguard citizens and the environment, build customs administrative capacities, combat fraud, and protect intellectual property rights. These objectives are pursued through digitalization, the harmonization of customs procedures and controls, the facilitation of free trade, the development of best working practices, and the strengthening of the skills and competencies of customs officials.

Kosovo began its participation in the Customs Programme through an agreement with the EU in 2022, allowing the Kosovo Customs Administration to engage in various programme activities. The Kosovo Customs acts as the national coordinator and the main contact point for all matters related to the programme.
